THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his request for award of the Army of Occupation Medal with Japan Clasp (AOM with Japan Clasp).
2. The applicant states that he has new evidence to show he served in the Philippines and Japan with the 132d Infantry Regiment. He goes on to state that he landed in Japan on 9 August 1945 and served with the 132d Infantry Regiment until late October 1945 when he was transferred to the 46th Engineer Battalion where he remained until he departed Japan in July 1946.
3. The applicant provides copies of envelopes showing his assignment to Company L, 132d Infantry Regiment, APO San Francisco 716 from 21 July to 21 September 1945.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20090017033 on 4 May 2010.
2. The applicant provides new evidence which was not previously considered and warrants consideration by the Board.
3. Army Post Office (APO) 716 was located in Cebu, Philippines on 28 March 1945 and relocated to Yokohama, Japan on 3 September 1945, where it remained until it ceased operation on 15 November 1945.
4. Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register) was published to assist commanders and personnel officers in determining or establishing the eligibility of individual members for campaign participation credit, assault landing credit, unit citation emblems, and occupation duty credit for World War II and the Korean War, This publication shows that the 132d Infantry Regiment was given occupation credit for Japan for the period 8 September to 15 November 1945.
5. The applicants WD AGO Form 53-55 (Enlisted Record and Report of Separation - Honorable Discharge) shows that the applicant was assigned to the 46th Engineer Battalion at the time of his discharge on 10 August 1946. Item 32 (Battles and Campaigns) shows he participated in the Luzon campaign. Item 33 (Decorations and Citations) shows the:
* Asiatic-Pacific Campaign Medal
* Philippines Liberation Ribbon
* Army Good conduct Medal
* World War II Victory Medal
6. Army Regulation 600-8-22 (Military Awards) states that for award of the Army of Occupation Medal with Japan Clasp, qualifying service in Japan included service in the Japanese home islands, the Ryukyu Islands, and the Bonin-Volcano Islands between 3 September 1945 and 27 April 1952. Service between
3 September 1945 and 2 March 1946 is qualifying only if the Asiatic-Pacific Campaign Medal was earned prior to 3 September 1945. The Army of Occupation Medal is awarded for service of 30 consecutive days at a normal post of duty in a qualifying location.
7. Army Regulation 600-8-22 states the Asiatic-Pacific Campaign Medal is awarded for service in the Asiatic-Pacific Theater of Operations between
7 December 1941 and 2 March 1946. Qualifying service for this award includes permanent assignment in the theater, service in a passenger or a temporary duty status for 30 consecutive or 60 nonconsecutive days, or active combat against the enemy and awarded a combat decoration or furnished a certificate by the commanding general of a corps or higher unit showing actual participation in combat. One bronze service star is authorized for participation in each designated campaign.
DISCUSSION AND CONCLUSIONS:
1. The evidence provided by the applicant places him in Japan with the 132d Infantry Regiment on 21 September 1945.
2. The 132d Infantry Regiment was granted occupation credit for Japan from
8 September to 15 November 1945. Therefore, since the applicant remained in Japan until 26 July 1946, it is reasonable to presume that he served the requisite 30 days necessary to qualify for award of the AOM with Japan Clasp.
3. Accordingly, it would be in the interest of justice to award him the AOM with Japan Clasp at this time.
4. Evidence also shows he participated in one campaign in the Pacific Theater of Operations. Therefore, he is entitled to one bronze service star for wear on his already-awarded Asiatic-Pacific Campaign Medal.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20090017033, dated 4 May 2010. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 33 of his WD AGO Form 53-55 the:
* Army of Occupation Medal with Japan Clasp
* Asiatic-Pacific Campaign Medal with one bronze service star
2. The Board wants the applicant and all others to know that the sacrifices he made in service to the United States during World War II are deeply appreciated. The applicant and all Americans should be justifiably proud of his service in arms.
