THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that she be granted additional constructive credit for her 21 months of nursing experience prior to commissioning.

2.  The applicant states her nursing experience prior to commissioning was not considered for granting time in grade (TIG).

3.  The applicant provides a copy of a Huntsville Hospital employment statement.

CONSIDERATION OF EVIDENCE:

1.  The Huntsville Hospital letter indicates the applicant was employed by the hospital from 16 June 2008 through 5 April 2010 as a registered nurse.

2.  The applicant was selected for commissioning as a second lieutenant in the Army Nurse Corps on 22 September 2009.

3.  On 16 February 2010, she was ordered to active duty with a reporting date of 29 March 2010.  She received a DOR adjustment based on 7 months and 22 days of constructive credit.

4.  An advisory opinion from the Army Recruiting Command, Active Duty Nurse Program Manager, dated 4 February 2011, stated that, in accordance with Army Regulation 135-101 (Appointment of Reserve Commissioned Officers for Assignment to Army Medical Department Branches), the applicant is not entitled to any credit for her work experience following the date she was boarded on
22 September 2009.  She received 7 months and 20 days of constructive service credit for the period between 13 June 2008 and 22 September 2009.

5.  Army Regulation 135-101 states grade and date of rank upon original appointment and assignment to an AMEDD branch will be determined by the number of years of entry grade credit awarded.  Except as limited by maximum credit limits entry grade credit granted will be the sum of constructive service credit and credit for prior active commissioned service.  Constructive service credit will be granted for periods of professional training and experience accrued after receipt of the basic qualifying degree.  Work experience is credited at a ratio of 1 day for every 2 days of experience prior to acceptance.

DISCUSSION AND CONCLUSIONS:

The applicant has received the maximum amount of constructive credit for her work experience prior to the date she was accepted for commissioning, 22 September 2009.  Therefore, no relief is warranted.
