THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his request for correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show award of the Combat Infantryman Badge (CIB).
2. He states he made recent contact with members of his former unit during his service in the Republic of Vietnam who provided him with a copy of the order that awarded him the CIB. He further states they provided him with orders for additional awards he's entitled to which were not previously awarded.
3. He provides:

* DD Form 214
* DA Form 20 (Enlisted Qualification Record)
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20080008577 on 7 August 2008.
2. He provides Special Orders Number (unknown), dated 25 June 1968, Headquarters, 101st Airborne Division, which were not previously considered by the Board; therefore, this new evidence will now be considered by the Board.
3. The applicant enlisted in the Regular Army for 3 years on 29 March 1966. He completed basic combat and advanced individual training and was awarded military occupational specialty 31B (Field Communications Electronic Equipment Mechanic). He was promoted to specialist four effective 1 February 1968 and was awarded military occupational specialty 11B (Light Weapons Infantryman).
4. His record shows he served in the Republic of Vietnam from 24 June 1967 to 5 May 1968. During his service in Vietnam he was assigned to Headquarters and Headquarters Company and Company C, 1st Battalion (Airborne), 327th Infantry Regiment, 1st Brigade, 101st Airborne Division.
5. His DD Form 214 shows he was honorably released from active duty on 11 December 1968 and transferred to the U.S. Army Reserve Control Group to complete his service obligation. He was credited with 2 years, 8 months, and 12 days of active service with 10 months and 11 days of foreign service.
6. Item 24 (Decorations, Medals, Badges, Commendations, Citations, and Campaign Ribbons Awarded or Authorized) of his DD Form 214 shows he was awarded the following:
* Vietnam Campaign Medal
* Vietnam Service Medal
* National Defense Service Medal
* Parachutist Badge
* Bronze Star Medal
* Purple Heart
7. Special Orders Number (unknown), dated 25 June 1968, Headquarters, 101st Airborne Division, show he was awarded the CIB.
8. A review of the applicant's records indicates he is entitled to additional awards which are not shown on his DD Form 214.
9. Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) lists the awards received by units serving in Vietnam. This pamphlet shows the unit to which he was assigned was cited for the:
* Republic of Vietnam Gallantry Cross with Palm Unit Citation for service from 8 February 1962 to 28 March 1973 by Department of the Army General Orders Number 8, dated 1974
* Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation for service from 18 March 1968 to 2 May 1970 by Department of the Army General Orders Number 48, dated 1971
10. Army Regulation 600-8-22 (Military Awards), paragraph 2-13, contains the regulatory guidance for the Vietnam Service Medal and states that a bronze service star is authorized with this award for each Vietnam campaign a member is credited with participating in. Appendix B shows that during his service in Vietnam, participation credit was awarded for the following three campaigns:
* Vietnam Counteroffensive Phase III (1 June 1967-29 January 1968)
* Tet Offensive (30 January 1968-1 April 1968)
* Vietnam Counteroffensive Phase IV (2 April 1968-30 June 1968)
11. Item 29 (Qualification in Arms) of his DA Form 20 shows he was awarded the Marksman Marksmanship Qualification Badge with Rifle Bar (M-14) on 28 April 1966.
DISCUSSION AND CONCLUSIONS:
1. Special orders awarded the applicant the Combat Infantryman Badge on 25 June 1968 which is not listed on his DD Form 214; therefore, he is entitled to correction to his DD Form 214 to show this award.
2. General orders awarded his unit the Republic of Vietnam Gallantry Cross with Palm Unit Citation and the Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation which are not shown on his DD Form 214. Therefore, he is entitled to correction of his DD Form 214 to show these unit awards.
3. Records show he participated in three campaigns during his service in Vietnam. Therefore, he is entitled to correction of his DD Form 214 to show three bronze service stars for wear on his already-awarded Vietnam Service Medal.
4. Although his record does not contain a copy of the orders awarding him the Marksman Marksmanship Qualification Badge with Rifle Bar, it is apparent from the entry on his DA Form 20 that he qualified with the weapon. As such, it would be appropriate to accept the entry on his DA Form 20 as confirmation of his qualification as a Marksman with the M-14 rifle and correct his DD Form 214 accordingly.
5. In view of the foregoing, his records should be corrected as recommended below.

The Board determined the evidence presented is sufficient to warrant amendment of the ABCMR's decision in Docket Number AR20080008577, dated 7 August 2008. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to item 24 of his DD Form 214 the:
* Combat Infantryman Badge
* Marksman Marksmanship Qualification Badge with Rifle Bar (M-14)
* Republic of Vietnam Gallantry Cross with Palm Unit Citation
* Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation
* three bronze service stars to be affixed to his already-awarded Vietnam Service Medal
