THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests items 7a (Place of Entry into Active Duty) and 7b (Home of Record at Time of Entry) of her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 31 July 2000 be changed to show a Valley, Alabama address.

2.  The applicant states the recruiter came out to LaGrange Tech where she was attending a class and gave a briefing on enlisting into the Army.  She made an appointment with the recruiter at a close friend's home which was located in LaGrange, Georgia.  She claims the recruiter took the address from the house in which the appointment was conducted and placed/submitted the wrong address.  She contends her address was Valley, Alabama prior to entering the Army. 

3.  The applicant provides:

* DD Form 214 for the period ending 31 July 2000
* DD Form 214 for the period ending 28 February 2009
* Enlistment documents

CONSIDERATION OF EVIDENCE:

1.  The applicant’s enlistment contract, dated 6 January 1989, shows she enlisted at the Military Entrance Processing Station (MEPS) in Atlanta, Georgia.  Her home of record is listed as LaGrange, Georgia.  Item 25 (Residences) on her DD Form 1966 (Record of Military Processing - Armed Forces of the United States) shows she resided in Valley, Alabama during the period December 1960 to September 1984 and LaGrange, Georgia from September 1984 to present.  She enlisted in the Regular Army (RA) on 26 January 1989 and served as a petroleum supply specialist.  She remained on active duty through continuous reenlistments until she was honorably discharged on 31 July 2000.
 
2.  Item 7a (Place of Entry into Active Duty) on the applicant’s DD Form 214 for the period ending 31 July 2000 shows the entry “ATLANTA, GA.”  Item 7b on the applicant’s DD Form 214 for the period ending 31 July 1996 shows her home of record is LaGrange, Georgia

3.  The applicant subsequently enlisted in the U.S. Army Reserve and entered active duty on 13 August 2000.  On 28 February 2009, she retired in the rank of sergeant first class.  

4.  Item 7a (Place of Entry into Active Duty) on the applicant’s DD Form 214 for the period ending 28 February 2009 shows the entry “VALLEY, ALABAMA.”  Item 7b on this DD Form 214 shows an address in Valley, Alabama. 

5.  Army Regulation 635-5 (Separation Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army.  In pertinent part, it states that a Soldier's initial enlistment contract or appointment document is the source for entering data in items 7a and 7b.  The regulation states the city and state from which member last entered on active duty from civilian life would be entered in item 7a on the DD Form 214.  The regulation states the street, city, state, and zip code listed as a Soldier’s home of record would be entered in item 7b of the DD Form 214.  “Home of Record” is the place recorded as the home of record of the Solder when commissioned, appointed, enlisted, or ordered to a tour of active duty.  This cannot be changed unless there is a break in service of at least one full day.  

6.  Army Regulation 601-280 (Total Army Retention Program) defines the term "Home of Record" as the place recorded as the home of the person when he/she entered into the current tour of active duty.

DISCUSSION AND CONCLUSIONS:

The evidence of record does not support the applicant's contention her address was Valley, Alabama prior to entering the Army in 1989.  Her 1989 enlistment contract shows her home of record was LaGrange, Georgia, that she lived in LaGrange, Georgia from September 1984 to 1989, and that she enlisted at the MEPS in Atlanta, Georgia.  Therefore, there is insufficient evidence of record to amend items 7a or 7b on her DD Form 214 for the period ending 31 July 2000.
