THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that her DD Form 214 (Certificate of Release or Discharge from Active Duty) be corrected to reflect award of the Iraq Campaign Medal (ICM).
2. The applicant states that she received the Global War on Terrorism Expeditionary Medal (GWOTEM) for her first tour of duty in Iraq and should have received the Iraq Campaign Medal (ICM) for her second tour. She goes on to state that her DD Form 214 does not reflect the ICM, but she did receive the medal.
3. The applicant provides a copy of her DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 15 January 2003 for a period of 4 years, training as a power generator equipment repairer, assignment to Europe, and a $7,000.00 cash enlistment bonus.
2. She completed her training and was transferred to Germany for assignment to a combat support company. She served in Iraq from 14 September 2003 to 7 July 2004 and from 21 January 2006 to 12 February 2007 during two campaigns. She was awarded the GWOTEM for her first tour of duty.
3. On 29 May 2007 she was honorably released from active duty due to the expiration of her term of service. She served 4 years, 4 months, and 15 days of total active service. The ICM is not reflected on her DD Form 214.
4. Army Regulation 600-8-22 (Military Awards) states the ICM is awarded to members who have served in direct support of Operation Iraqi Freedom. The area of eligibility encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The ICM period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of Operation Iraqi Freedom. Service members must have been assigned, attached, or mobilized to units operating in the area of eligibility for 30 consecutive days or for 60 non-consecutive days or meet one of several other criteria. Under no condition will personnel or units receive the ICM, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Afghanistan Campaign Medal, or the Armed Forces Expeditionary Medal for the same action, time period, or service.
DISCUSSION AND CONCLUSIONS:
1. The applicant's contention that her DD Form 214 should reflect award of the ICM was noted and found to have merit.
2. The applicant served a second tour of duty in Iraq and participated in two campaigns. Accordingly, she is entitled to have her records corrected to reflect award of the ICM with two bronze service stars.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the ICM with two bronze service stars to her DD Form 214.
2. The Board wants the applicant and all others to know that the sacrifices she made in service to the United States during the Global War on Terrorism are deeply appreciated. The applicant and all Americans should be justifiably proud of her service in arms.
