THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests the issuance of a DD Form 2 (Armed Forces of the United States - Geneva Conventions Identification Card (Reserve)). He also wishes to have a copy of his corrected DD Form 214 (Certificate of Release or Discharge from Active Duty) enclosed with the Board's decision.
2. The applicant states he was discharged from active duty on 26 March 2003 and later requested corrections to his DD Form 214. The changes were granted; however, he did not receive a military identification card upon his transition to the inactive Reserve. He believes this is an error and wishes to be granted these privileges.
3. The applicant does not provide any additional documentation in support of his application.
CONSIDERATION OF EVIDENCE:
1. The applicant's records show he enlisted in the Regular Army on 4 September 1997. He was trained in and awarded military occupational specialty 91W (Health Services Specialist). The highest pay grade he held on active duty was specialist/E-4.
2. On 26 March 2003, he was discharged under the provisions of Army Regulation 635-200 (Enlisted Separations), chapter 13, for unsatisfactory performance with a general under honorable conditions characterization of service.
3. On 21 July 2003, he applied to the Army Discharge Review Board (ADRB) for an upgrade of his discharge. On 4 February 2004, the ADRB granted partial relief in the form of an upgrade of the characterization of service to fully honorable. They found his unsatisfactory performance was mitigated by his diagnosed mood disorder and his service of sufficient merit to warrant an upgrade of his discharge.
4. New separation documents were prepared for his signature and provided to him on 11 March 2004. The corrected DD Form 214 shows he was discharged with an honorable characterization of service.
5. Army Regulation 600-8-14 (Identification Cards for Members of the Uniformed Services, Their Eligible Family Members, and Other Eligible Personnel) provides policy and guidance concerning the issuance of military identification cards. It states the card will be surrendered upon expiration; confinement; death; retirement; discharge with no further reserve obligation or Service/Agency affiliations; grade change; to replace a lost, stolen, mutilated, or destroyed card; to correct an error; name change; or to show a significant change in facial features.
DISCUSSION AND CONCLUSIONS:
1. The applicant requests issuance of a DD Form 2 (Reserve) and a copy of his corrected DD Form 214.
2. The evidence of record shows the ADRB corrected his DD Form 214 to show he was honorably discharged on 26 March 2003; however, he contends he was transferred to the inactive Reserve. His DD Form 214 clearly shows he was discharged and did not have any remaining military service obligation. By regulation, he is required to surrender his military identification card upon discharge from the service and he is not entitled to have or to be issued a DD Form 2 (Reserve).
3. In view of the foregoing, his request for a Reserve identification card should be denied. However, a copy of his current DD Form 214 will be provided to him with the Board's decision.
