THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request for correction of his records to show he was awarded a silver service star for wear on his Korean Service Medal.
2. The applicant states he has provided additional evidence for consideration.
3. The applicant provides, in support of his application, a letter with enclosures that was written by his former chief of the firing battery.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20090007403 on 17 September 2009.
2. The letter provided by the applicant is new evidence that requires Board consideration.
3. In the original Record of Proceedings, the Board concluded that the applicant served in the Republic of Korea and participated in three campaigns based on his award of the Korean Service Medal with three bronze service stars. However, the evidence was insufficient to make a determination that he had actually participated in more than three campaigns. Accordingly, his request for a silver service star was denied.
4. The applicant has provided a letter from his former chief of the firing battery stating the applicant was assigned to C Battery, 503rd Field Artillery Battalion, in April 1948. At that time, the unit was located at Fort Lewis, Washington. The applicant was assigned to the 4th Section, 155mm Howitzer. He arrived in Korea on 16 August 1950 with his unit. In November 1950, the 503rd Field Artillery Battalion was ordered to cross the 38th Parallel into North Korea. The author further states that the applicant participated in the following five campaigns:
a. United Nations (UN) Defensive;
b. UN Offensive;
c. Chinese Communist Forces (CCF) Intervention;
d. First UN Counteroffensive; and
e. CCF Spring Offensive.
5. Enclosed with the letter is a copy of a form from the National Archives and Records Administration showing the author was authorized a silver service star and the Republic of Korea Presidential Unit Citation.
6. The applicant's DD Form 214 (Report of Separation from the Armed Forces of the United States) shows that he served overseas for a period of 11 months and 27 days.
7. Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register) lists, in pertinent part, campaign credit for various units during World War II and the Korean War. This pamphlet shows the 503rd Field Artillery Battalion was awarded campaign credit for participating in six campaigns during the Korean War as follows: the UN Defensive, 27 June 1950 to 15 September 1950; the UN Offensive, 16 September 1950 to 2 November 1950; the CCF Intervention, 3 November 1950 to 21 April 1951; the First UN Counteroffensive, 25 January 1951 to 21 April 1951; the CCF Spring Offensive, 22 April 1951 to 8 July 1951; and the UN Summer-Fall Offensive, 9 July 1951 to 30 April 1951.
8. Army Regulation 600-8-22 (Military Awards) states that the Republic of Korea War Service Medal is awarded to members of the U.S. Armed Forces who served in Korea and adjacent waters between 25 June 1950 and 27 July 1953. The service prescribed must have been performed as follows: (1) while on permanent assignment; (2) while on temporary duty within the territorial limits of Korea or on waters immediately adjacent thereto for 30 consecutive days or 60 nonconsecutive days; or (3) while as crew members of aircraft, in aerial flight over Korea participating in actual combat operations or in support of combat operations.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends his records should be corrected to show award of a silver service star for wear on his Korean Service Medal.
2. The available evidence shows the applicant arrived in Korea on 16 August 1950 and he served overseas 11 months and 27 days. Since both he and his former chief of the firing battery state he participated in five campaigns, it appears he departed Korea before the start of the UN Summer-Fall Offensive. Therefore, the applicant's new evidence clearly supports the contention that he served during five campaigns and his DD Form 214 should be corrected to show a silver service star to be worn on his Korean Service Medal.
3. The applicant served during a qualifying period for award of the Republic of Korea War Service Medal. Therefore, his DD Form 214 should be corrected to show this medal.

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20090007403, dated 17 September 2009. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. deleting from his DD Form 214 the Korean Service Medal with three bronze service stars; and
b. adding to the awards already shown on his DD Form 214 the Korean Service Medal with a silver service star, and the Republic of Korea War Service Medal.
