THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of an earlier request to show her foreign service in Panama and Honduras in item 12f (Foreign Service) on her DD Form 214 (Certificate of Release or Discharge from Active Duty).

2.  The applicant states, in effect, that she served in Panama and Honduras from 3 March 1986 to September 1986.  She contends that due to an injury in Panama she had to stay there longer than she did in Honduras.  

3.  The applicant provides one page of her DA Form 2-1 (Personnel Qualification Record) and service medical records.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20070009339 on 3 January 2008.

2.  The applicant’s submissions are new evidence which will be considered by the Board.

3.  The applicant enlisted in the Regular Army on 14 March 1984, trained as an automated data telecommunications center operator, and was released from active duty on 17 February 1987. 

4.  Item 12f on the applicant’s DD Form 214 shows the entry, “00 00 00.”

5.  Item 5 (Overseas Service) on the applicant’s DA Form 2-1 is blank. 

6.  The applicant provided an U.S. Armed Forces Identification Card issued at Fort Clayton, Panama, on 6 March 1986.  She also provided service medical records which show she was in Panama from 2 June 1986 to 5 August 1986.  Some of these medical records indicate that the applicant would proceed from Panama to Honduras.  

7.  There is no evidence of record which shows the applicant served in Honduras.

DISCUSSION AND CONCLUSIONS:

1.  Although the applicant contends that she served in Honduras, there is no evidence of record to support this contention.  In any case, there were no regulatory provisions at the time for identifying foreign service by country on the DD Form 214.  

2.  In the absence of other evidence (such as travel vouchers) to show the applicant served in Panama/Honduras to September 1986, the identification card and the service medical records provided by the applicant which show she was in Panama from 6 March 1986 to 5 August 1986 (a total of 5 months) is accepted as sufficient evidence on which to amend item 12f on her DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant a partial amendment of the ABCMR’s decision in Docket Number AR20070009339, dated 3 January 2008.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting the entry in item 12f on her DD Form 214; and

	b.  adding the entry, “00 05 00” in item 12f on her DD Form 214.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to amending item 12f on her DD Form 214 to show any additional foreign service.
