THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that her separation document (DD Form 214) be corrected by adding three campaign stars (known as bronze service stars) for serving in Operation Iraqi Freedom. She also requests that the Combat Action Badge be added.
2. The applicant states that she served as a Counterintelligence Agent in Iraq from January 2004 through February 2005, during the following campaigns: the Transition of Iraq (2 May 2003 to 28 June 2004); Iraqi Governance (29 June
2004 to 15 December 2005); and the National Resolution (16 December 2005 to a date to be determine (TBD)). She states the announcement was released on 30 April 2008, 2 years after her expiration term of service (ETS) date.
3. The applicant provides a copy of her DD Form 214; Headquarters, United States Army, Hawaii Permanent Order Number D333-013, dated 29 November 2005; and a Certificate of Service for Operation Iraqi Freedom II for the period January 2004 through February 2005.
CONSIDERATION OF EVIDENCE:
1. The applicant's military personnel record shows that he enlisted in the Regular Army on 16 June 1999. She completed the necessary training and was awarded military occupational specialty (MOS) 97B (Counterintelligence Agent).
2. Her DD Form 214 shows she served in Iraq in support of Iraqi Freedom during the period 13 January 2004 to 22 February 2005. She was honorably released from active duty and transferred to the U.S. Army Reserve Control Group (Reinforcement), St. Louis, Missouri on 10 January 2006. She completed
6 years, 6 months, and 25 days of Net Active Service This Period.
3. Item 13 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) shows the Iraq Campaign Medal. However, it does not show any bronze service stars indicating campaign credit and the Combat Action Badge.
4. Military Personnel (MILPER) Message Number 08-123, dated 30 April
2008 shows that based on the applicant's dates of service in Iraq, she participated in the following campaigns: the Transition of Iraq (2 May 2003 to
28 June 2004) and Iraqi Governance (29 June 2004 to 15 December 2005). This same message also states that one bronze service star shall be worn on the Iraq Campaign Medal for one or more days of participation in each designated campaign phase. Therefore, she is entitled to two bronze service stars to be worn on the Iraq Campaign Medal.
5. Headquarters, United States Army, Hawaii Permanent Order Number
D333-013, dated 29 November 2005 shows the applicant was awarded the Combat Action Badge for actively engaging or being engaged by the enemy on
9 June 2004.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends that her DD Form 214 should be corrected to show award of three bronze service stars for serving in Operation Iraqi Freedom and award of the Combat Action Badge.
2. The available evidence shows the applicant served in Operation Iraqi Freedom II during two campaigns. Therefore, she is entitled to correction of her DD Form 214 to show award of two bronze service stars to be worn on her already awarded Iraq Campaign Medal.
3. Orders show the applicant was awarded the Combat Action Badge for actively engaging or being engaged by the enemy on 9 June 2004. Therefore, she is entitled to correction of her DD Form 214 to show award of the Combat Action Badge.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing award of the Combat Action Badge and two bronze service stars to be worn on the already awarded Iraq Campaign Medal.
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to award of a third bronze service star.
