THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his entry grade constructive credit be corrected to show 2 years, 4 months, and 0 days.

2.  The applicant states, in effect, that when he was commissioned he was given 1 year and 4 months of credit for professional experience from 5 January 2005 through 9 May 2007.  However, he believes he should have been granted 
2 years and 4 months.  He concludes there was a miscalculation error when the form was processed.  

3.  The applicant provides a DA Form 5074-1-R (Record of Award of Entry Grade Credit (Health Service Officers)) in support of this application.

CONSIDERATION OF EVIDENCE:

1.  After having had prior enlisted service, the applicant was appointed as a second lieutenant in the U.S. Army Reserve on 23 October 2007 with a date of rank of 23 June 2006.  He was promoted to first lieutenant on 22 June 2008.

2.  The applicant provided a DA Form 5074-1-R which shows he was awarded 
1 year, 4 months, and 0 days of credit for professional experience. 

3.  In the processing of this case, an advisory opinion was obtained from the 
U.S. Army Recruiting Command, Medical Service Corps Division Health Services Directorate.  The opinion recommended disapproval of the applicant's request and stated that the applicant received 1 year, 4 months, and 0 days of constructive credit granted from 5 January 2005, when he earned his Medical Technologist certification.  Constructive credit is based on half day credit for the first 6 years of work experience per Department of Defense Instruction 6000.13.  The advisory opinion concludes the applicant's work experience was computed from 5 January 2005 through 5 September 2007 which equates to 1 year, 
4 months, and 0 days of constructive service credit.

4.  On 2 October 2008, the advisory opinion was furnished to the applicant for his review and possible rebuttal.  He did not respond within the given time frame.

5.  Department of Defense Instruction (DODI) 6000.13 (Medical Manpower and Personnel) implements policy, assigns responsibilities, and prescribes procedures to carry out medical manpower and personnel programs.  Paragraph 6.2.2.2.5 states that credit of one-half year for each year of experience, up to a maximum of three years of constructive credit, may be granted for experience in a health profession, if such experience is directly used by the Military Service concerned.  Creditable experience cannot predate the receipt of licensure, registration or certification.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that there was error in calculating his entry grade credit has been carefully reviewed and found to be without merit.

2.  DODI 6000.13, paragraph 6.2.2.2.5 states that credit of one-half year for each year of experience may be granted for experience in a health profession.

3.  The available evidence shows the applicant was awarded the proper amount of constructive service credit and as a result, is correct as currently constituted.
