THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his previous request to have his service in Somalia and all of his foreign service reflected on his DD Form 214 (Certificate of Release or Discharge from Active Duty).
2. The applicant states that he served in Somalia and Haiti and he desires to have all of his foreign service reflected on his DD Form 214.
3. The applicant provides copies of his leave and earnings statements covering the period from 1 August 1993 to 31 December 1993.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20070018617 on 4 April 2008.
2. The applicant completed his advanced individual training as a petroleum supply specialist at Fort Leonard Wood, Missouri, and was transferred to Fort Drum, New York, for his first and only duty assignment.
3. He was assigned to Headquarters and Headquarters Company (HHC), 10th Aviation Brigade, 10th Mountain Division, for duty as an aircraft fuel handler.
4. The applicant deployed to Somalia with HHC, 2d Battalion, 25th Aviation Regiment, in support of Operation Restore Hope from 1 August 1993 to 30 December 1993 (5 months).
5. He again deployed with his unit to Haiti in support of Operation Uphold Democracy from 19 September 1994 to 18 January 1995.
6. On 11 August 1995, he was honorably released from active duty (REFRAD) in the pay grade of E-4 under the provisions of Army Regulation 635-200, paragraph 5-17, to attend school. He had served 2 years, 10 months and 10 days of total active service and his DD Form 214 issued at the time of his REFRAD indicates that he had served in Haiti from 19 September 1994 to 18 January 1995. However, he was not given credit for foreign service in block 12f of his DD Form 214.
7. The applicant applied to the Board on 25 November 2007 requesting that his DD Form 214 be corrected to add his service in Somalia and to give him credit for foreign service in Somalia and Haiti. At the time the Board reviewed his records there was no evidence to establish his service in Somalia because he had not provided his leave and earnings statements. The Board denied his request to add his service in Somalia and to credit him for foreign service in Somalia; however, it directed that his DD Form 214 be corrected to reflect his 4 months of foreign service in Haiti.
DISCUSSION AND CONCLUSIONS:
1. The applicant has provided sufficient evidence at this time to establish that he served in Somalia in support of Operation Restore Hope from 1 August 1993 to 31 December 1993. Accordingly, it would be in the interest of justice at this time to correct his records to reflect his service in Somalia.
2. Additionally, block 12f of his DD Form 214, as previously corrected by the Board, should also be corrected to show that he served 9 months of foreign service instead of 4 months of foreign service as currently reflected on his DD Form 215 (Correction to DD Form 214).

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20070018617, dated 4 April 2008. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing that the applicant served in Somalia in support of Operation Restore Hope from 1 August 1993 to 31 December 1993 and that he served 9 months of foreign service (block 12f of his DD Form 214).
2. The Board wants the applicant and all others to know that the sacrifices he made in service to the United States during the Global War on Terrorism are deeply appreciated. The applicant and all Americans should be justifiably proud of his service in arms.
