THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, correction to Item 18 (Remarks) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to reflect the correct dates of his service in Afghanistan.
2. The applicant states, in effect, that Item 18, Line 7, reads 20080408 to 20080411 and should read 20070408 to 20080411, reflecting his one year of service, PDMRA [Post-Deployment/Mobilization Respite Absence]. He also states, in effect, that Item 12f (Foreign Service) should be compared with Item 18. He believes this to be a typographical error.
3. In support of his application, the applicant provides copies of his DA Form 2-1 (Personnel Qualification Record Part II), his active duty orders, his active duty release orders, his DD Form 214, and his Army National Guard (ARNG) discharge orders.
CONSIDERATION OF EVIDENCE:
1. The applicant's military records show that he enlisted in the Arizona ARNG (AZARNG), in pay grade E-4, on 25 July 2003, with prior enlisted service in the Regular Army.
2. The applicant was ordered to active duty in support of Operation Enduring Freedom and entered active duty on 3 January 2007.
3. The applicant was released from active duty on 6 May 2008, in pay grade E-4, and transferred to an AZARNG unit. Item 12f of his DD Form 214 shows he was credited with 1 year and 2 days of foreign service. Item 18, Line 2, contains the entry, "Service in Afghanistan 20070328 to 20080329, which corresponds with the 1 year and 2 days credit of foreign service annotated in Item 12f. Item 18, Lines 6 and 7, contains the entry, "PDMRA from 20080408 to 20080411." It is believed these are the dates during which he took his PDMRA leave.
4. Army Regulation 635-5 (Separation Documents) governs the preparation of the DD Form 214. It states, in pertinent part, that foreign service performed during the period covered by the DD Form 214 will be entered in Item 12f. The regulation also states that the amount of foreign service will be taken from the Soldiers Military Personnel Records Jacket. However, for active duty Soldiers deployed with their unit during their continuous period of active service, the entry "SERVICE IN (NAME OF COUNTRY DEPLOYED) from (Inclusive dates for example, YYYYMMDD-YYYYMMDD) will be entered in Item 18 of the DD Form 214.
5. On 19 January 2007, the Secretary of Defense established a new category of administrative absence. PDMRA was established to recognize members who are required to mobilize or deploy with a frequency beyond established Department of Defense rotation policy goals. Active component and Reserve component Soldiers on their first 15 months qualifying (commencing after 19 January 2007) mobilization/deployment would earn 3 days of PDMRA. PDRMA earned under this program is considered non-chargeable leave or administrative absence. PDMRA credited period will be annotated in Item 18 of the DD Form 214.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends that his DD Form 214, Item 18, Line 7, does not correctly reflect his dates for his service in Afghanistan. However, the evidence of record shows the applicant entered on active duty in support of Operation Enduring Freedom on 3 January 2007. He was released from active duty on 6 May 2008. He was issued a DD Form 214 that shows in Item 12f a credit of 1 year and 2 days of foreign service. Item 18, Line 2, of this DD Form 214 shows he served in Afghanistan from 20070328 to 20080329, which represents the credit in Item 12f.
2. Item 18, Line 7, of his DD Form 214 shows the dates (20080408 to 20080411) during which he took his authorized PDMRA. In view of the circumstances in this case, the applicant is not entitled to correction to Item 18, Line 7 of his DD Form 214. He has provided no evidence to support his contention that the period of time shown on Line 7 of Item 18 is incorrect and should reflect any other dates.
3. In view of the foregoing, there is no basis for granting the applicant's request.
