THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that she be awarded the Global War on Terrorism Service Medal (GWOTSM) and any other authorized awards.

2.  The applicant states, in effect, that she only recently learned that she was eligible for the GWOTSM.

3.  The applicant provides copies of her DD Form 214 (Certificate of Release or Discharge from Active Duty) and her discharge orders.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted on 20 October 1998, completed training, and progressed to pay grade E-4.

2.  On 19 October 2002, she was separated from active duty with an honorable characterization of service and transferred to the Army Reserve Control Group (Reinforcement).  Her authorized awards included the Army Lapel Button, Army Commendation Medal, Good Conduct Medal, National Defense Service Medal, Army Service Ribbon, and the Expert Marksmanship Qualification Badge with Rifle Bar.

3.  On 23 May 2006, she was separated from the Army Reserve with an Honorable discharge.  There are a very limited number of documents in her Integrated Electronic Personnel Records Management System (iPERMS) files.


4.  Human Resources Command Message (Date Time Group 17 March 2004) disseminated implementing instructions for award of the GWOTSM.  This award is designated for Soldiers who have participated in or served in support of Global War on Terrorism Operations outside of the designated area of eligibility determined for award of the GWOTEM on or after 11 September 2001 to a date to be determined.  All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined, having served 30 consecutive days or 60 nonconsecutive days are authorized this award.

DISCUSSION AND CONCLUSIONS:

The applicant is eligible for and should be awarded the GWOTSM and it should be added to her DD Form 214.
