THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, correction of her records to show she enlisted for the Army College Fund in the amount of $40,000.
2. The applicant states she enlisted for 5 years to receive the Army College Fund for $40,000 along with a $1,000 enlistment bonus. She read her enlistment contract and it indicated a $4,000 enlistment bonus, but the contract did not indicate the Army College Fund. She states her contract does not show anything regarding the $1,000.00 enlistment bonus she has already received. She states she was 19 years old and did not read everything on the contract. The noncommissioned officer (NCO) had her sign the contract and she signed everything. She contacted the Army and someone told her that the information would be updated in the computer. A man in charge of enlistment bonuses informed her that she had received a $4,000.00 bonus at the time she arrived at Fort Drum, New York; however, she never received this money. She did receive $1,000.00 when she arrived at Fort Drum, New York.
3. The applicant provides a copy of her DD Form 214 (Certificate of Release or Discharge from Active Duty); her DA Form 3286-59 (Statement for Enlistment); her USAREC Form 1127 (Supplement to DA Form 3286-67); and her DD Form 2366 (Montgomery GI Bill (MGIB) Act of 1984).
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the U.S. Army Reserve (USAR) under the Delayed Entry Program (DEP) on 23 May 2000. She enlisted for military occupational specialty (MOS) 63W (wheel vehicle repairer).
2. The applicant's Statement of Enlistment shows she enlisted for the U.S. Army Incentive Enlistment Program - Cash Enlistment Bonus in the amount of $4,000. She acknowledged that if she was qualified and was enlisting for an MOS or career management field (CMF) that has a Cash Bonus, that the bonus amount authorized on her enlistment into the Regular Army would be the amount authorized upon her entry into the Delayed Entry Program. Further, she understood that the Bonus for her CMF/MOS on this date was $4,000. Her Statement of Enlistment does not show she enlisted for the U.S. Army Incentive Enlistment Program Army College Fund for $40,000.
3. Her DA Form 3286-66 (Statement of Understanding-United States Army Incentive Enlistment Program) indicates she acknowledged and understood that she was enlisting for an incentive of a Cash Bonus in the amount of $4,000. The applicant initialed item 3 on the DA Form 3286-66 and the chart indicating the amounts and terms of the Army College Fund was lined through.
4. Under item 5 on DA Form 3286-67, the applicant initialed Yes for the MGIB and she initialed No for the Army College Fund and the Loan Repayment Plan.
5. The applicant signed a DD Form 2355 on 23 May 2000 indicating that she was eligible for the MGIB based on her initial entry on active duty.
6. She enlisted in the Regular Army on 27 July 2000 for a period of 5 years.
7. The applicant was honorably released from active duty on 26 July 2005 at the completion of her required active service.
DISCUSSION AND CONCLUSIONS:
1. The applicants DA Form 3288-66 indicates she enlisted for training in MOS 63W and was authorized entitlement to a cash bonus in the amount of $4,000. On 23 May 2000, she signed a DD Form 2366 indicating that she wanted to be enrolled in the MGIB. It is noted that the applicant appears to contend that she did not receive $4,000. If this is so, she is advised to contact the Defense Finance and Accounting Service for information on how to reconcile her claim.
2. There is no evidence of record which shows the applicant enlisted for the Army College Fund in the amount of $40,000. She initialed her DD Form 3286-67 specifically indicating that she had not enlisted for the Army College Fund.
3. There is no error or injustice that exists in this case. Therefore, there is no basis for granting her request.
