THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of an earlier request for the Parachutist Badge. He also requests award of the Marksman Marksmanship Qualification Badge with Rifle Bar (M-16), which is a new issue.
2. The applicant states, in effect, that these awards were probably not part of his records due to clerical errors at the company level. He contends that he graduated from jump school at Fort Benning, Georgia on 17 July 1969 and that he was awarded his jump wings. He also states that he qualified with the M-16 rifle stateside, just prior to leaving for Vietnam, and that his qualification results probably did not make it to his unit from the shooting range or the results did arrive at his unit but someone forgot to include the results in his records.
3. The applicant provides a diploma from the Airborne Course.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20070005403 on 21 August 2007.
2. The applicant provides a diploma, dated 17 July 1969, which shows he successfully completed the Airborne Course at Fort Benning, Georgia.
3. The new evidence will be considered by the Board.
4. The applicant enlisted on 7 March 1969 for a period of 3 years and training as a stock control and accounting specialist. He was awarded military occupational specialty 76P (stock control and accounting specialist). Orders, dated
11 December 1969, show he was promoted to specialist four in military occupational specialty 76P2P [skill qualification identifier P means parachute qualified]. On 20 October 1971, the applicant was released from active duty.
5. The applicants DD Form 214 shows the National Defense Service Medal, the Vietnam Service Medal, the Republic of Vietnam Campaign Medal with Device (1960), three awards of the Overseas Service Bar, and the Sharpshooter Marksmanship Qualification Badge with Rifle Bar (M-14) as authorized awards.
6. There are no orders for the Parachutist Badge in the available records.
7. Item 29 (Qualification in Arms) on the applicants DA Form 20 (Enlisted Qualification Record) shows he qualified sharpshooter [a higher class than marksman] with the rifle (M-14) on 15 April 1969.
8. There are no orders for the Marksman Marksmanship Qualification Badge with Rifle Bar (M-16) in the applicants service personnel records.
9. A DD Form 215 (Correction to DD Form 214), dated 11 September 2007, amended the applicants DD Form 214 to add the Vietnam Service Medal with four bronze service stars, the Army Commendation Medal, and the Republic of Vietnam Gallantry Cross with Palm Unit Citation Badge.
10. Army Regulation 600-8-22 (Military Awards), in pertinent part, sets forth requirements for award of the basic Parachutist Badge. Award of the basic Parachutist Badge requires that an individual must have satisfactorily completed the prescribed proficiency tests while assigned or attached to an airborne unit or the Airborne Department of the Infantry School, or have participated in at least one combat parachute jump.
11. Army Regulation 600-8-22, in pertinent part, sets forth requirements for award of basic marksmanship qualification badges. The qualification badge is awarded to indicate the degree in which an individual has qualified in a prescribed record course, and an appropriate bar is furnished to denote each weapon with which the individual has qualified. The qualification badges are in three classes: Expert, Sharpshooter, and Marksman.
DISCUSSION AND CONCLUSIONS:
1. The diploma provided by the applicant which shows he completed the Airborne Course is accepted as sufficient evidence on which to base award of the Parachutist Badge in this case.
2. There are no orders for the Marksman Marksmanship Qualification Badge with Rifle Bar (M-16) in the applicants service personnel records. Therefore, there is insufficient evidence on which to amend his DD Form 214 to show this badge.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20070005403, dated 21 August 2007. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Parachutist Badge to his DD Form 214.
2. With regard to the applicant's remaining issue for award of the Marksman Marksmanship Qualification Badge with Rifle Bar (M-16), the Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to award of the Marksman Marksmanship Qualification Badge with Rifle Bar (M-16).
