THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his Armed Forces of the United States Report of Transfer or Discharge (DD Form 214) to show award of his Certificate of Achievement.
2. The applicant states that the Certificate of Achievement was given to him on the day of his departure from the Republic of Vietnam.
3. The applicant provides copies of his DD Form 214 and his Certificate of Achievement.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicants failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicants failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. On 11 March 1966, the applicant enlisted in the Regular Army for 3 years. He completed his initial training and was awarded military occupational specialty (MOS) 71B (Clerk Typist).
3. On 7 September 1966, the applicant was assigned for duty as a clerk typist with the 539th Supply Company, Fort George G. Meade, in Maryland.
4. On 24 September 1966, the applicant deployed with his unit to the Republic of Vietnam.
5. On 18 September 1967, the applicant was awarded a Certificate of Achievement in recognition of his faithful and efficient performance of duty with the 539th Supply Company during the period from 23 September 1966 to
18 September 1967, in the Republic of Vietnam.
6. On 18 September 1967, the applicant returned to the Unite States for duty at Fort Sam Huston, Texas.
7. On 10 March 1969, the applicant was released from active duty and transferred to the United States Army Reserve Control Group (Reinforcement). He had attained the rank of specialist five, pay grade E-5 and had completed
3 years of creditable active duty.
8. Item 24 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) of the applicant's DD Form 214, lists his awards as the National Defense Service Medal, Army Good Conduct Medal, Vietnam Service Medal, Vietnam Campaign Medal, and the Marksman Marksmanship Qualification Badge with Rifle Bar. It does not list his Certificate of Achievement.
9. Review of the applicant's record indicates entitlement to additional awards and decorations that are not shown on his DD Form 214.
10. Appendix B of Army Regulation 600-8-22 shows that, based on the applicant's dates of service in the Republic of Vietnam, he participated in the following two campaign periods: the Vietnam Counteroffensive, Phase II and the Vietnam Counteroffensive, Phase III. This same regulation states that a bronze service star will be awarded for wear on the Vietnam Service Medal for participation in each campaign.
11. Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) lists the unit awards received by units serving in the Republic of Vietnam. This publication shows that the 539th Supply Company, during the time of the applicant's assignment, was cited in Department of the Army General Orders Number 54, dated 1968, for award of the Meritorious Unit Commendation.
12. Department of the Army General Orders 8, dated 1974, announced award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation for service in Vietnam to Headquarters, United States Army Vietnam and its subordinate units during the period 20 July 1965 to 28 March 1973.
13. Army Regulation 635-5 (Separation Documents), as in effect at the time, provided detailed instructions for completing separation documents, including the DD Form 214. It provided, in pertinent part, that all decorations, service medals,
campaign credits, and badges awarded or authorized, would be recorded in Item 24 of the DD Form 214. It did not provide authorization for recording certificates of achievement.
DISCUSSION AND CONCLUSIONS:
1. The governing regulation did not provide for the recording of certificates of achievement on the DD Form 214. Therefore, the applicants request to add his certificate of achievement to his DD Form 214 should be denied.
2. The applicants unit was cited in general orders for award of the Meritorious Unit Commendation. Therefore, his records should be corrected to show this unit award.
3. Records show that the applicant participated in two campaign periods during his service in the Republic of Vietnam. Therefore, he is eligible for award of two bronze service stars to be affixed to his Vietnam Service Medal.
4. The applicant's unit was cited in general orders for award of the Republic of Vietnam Gallantry Cross with Palm Unit Citation. Therefore, his records should be corrected to show this foreign unit award.
5. Evidence shows that the applicants records contain administrative error which does not require action by the Board. Therefore, administrative correction of the applicants records will be accomplished by the Case Management Support Division (CMSD), St. Louis, Missouri, as outlined by the Board in paragraph 2 of the BOARD DETERMINATION/RECOMMENDATION section below.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned.
2. The Board determined that administrative error in the records of the individual concerned should be corrected. Therefore, the Board requests that the CMSD-St. Louis administratively correct the records of the individual concerned by showing that, in addition to the awards shown on his DD Form 214, his authorized awards include the Meritorious Unit Commendation, two bronze service stars to be affixed to his already-awarded Vietnam Service Medal, and the Republic of Vietnam Gallantry Cross with Palm Unit Citation.
