	The Board considered the following evidence:

	Exhibit A - Application for correction of military records.

	Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show that he was awarded the Global War on Terrorism Expeditionary Medal.

2.  The applicant states, in effect, that he was deployed to Qatar on 16 November 2006 and has orders and documents to prove it.

3.  The applicant provides a copy of his DD Form 214, a copy of his deployment orders, and a copy of a certificate of wartime service in support of his request.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show he enlisted in the Regular Army on 4 October 2005.  He was trained as a Health Care Specialist, in military occupational specialty (MOS), 68W.  He was promoted to pay grade E-3 effective 5 October 2005.  

2.  The applicant was deployed in support of Operation Enduring Freedom (OEF) on 13 November 2006.

3.  Information provided by DFAS (Defense Finance and Accounting) revealed that the applicant served in Qatar and received HFP/IDP (hostile fire pay / imminent danger pay) during November 2006 and December 2006, which equates to 2 months.  

4.  The applicant served until he was honorably discharged on 24 September 2007 under the provisions of Army Regulation 635-200, chapter 5, paragraph 5-17, for a condition, not a disability. 

5.  Item 13 (Decorations, Medal, Badges, Citations and Campaign Ribbons Awarded or Authorized), of his DD Form 214, shows he was awarded the 
Army Achievement Medal, the National Defense Service Medal, the Global War on Terrorism Service Medal, and the Army Service Ribbon.

6.  The applicant provided a copy of his certificate of wartime service, dated 18 December 2006, which shows that he served with distinction and honor in the Armed Forces of the United States of America while deployed overseas in support of OEF.


7.  Human Resources Command Message (Date Time Group 17 March 2004) disseminated implementing instructions for award of the Global War on Terrorism Expeditionary Medal for Soldiers who deploy abroad for service in the Global War on Terrorism Operations on or after 11 September 2001 to a date to be determined.  To be eligible for this award a Soldier must be mobilized with or assigned or attached to a unit participating in designated operations for 30 consecutive days or for 60 nonconsecutive days in the areas of eligibility designated, or must meet one of the following criteria: a) be engaged in actual ground combat against the enemy and under circumstances involving grave
danger of death or serious bodily injury from enemy action, regardless, of the time in the area of eligibility; b) while participating in the designated operation, regardless of time, is killed or wounded/injured requiring medical evacuation from the area of eligibility, or c) participate as a regularly assigned air crew member flying sorties for 30 consecutive days or 60 nonconsecutive days into, out of, within, or over the area of eligibility in direct support of Operations Enduring Freedom and/or Iraqi Freedom.  The message also states that under no condition will any Soldier in the United States receive this award. 

8.  Army Regulation 635-5 establishes the standardized policy for preparing and distributing the DD Form 214.  In pertinent part, it directs that foreign service performed during the period covered by the DD Form 214 will be entered in item 
12f.  The regulation also states that the amount of foreign service will be taken from the Soldier's Enlisted Qualification Record or, if necessary, verified from the Soldier's Military Personnel Records Jacket.  However, for active duty Soldiers deployed with their unit during their continuous period of active service, the entry "SERVICE IN (NAME OF COUNTRY DEPLOYED) from (Inclusive dates, for example, YYYYMMDD-YYYYMMDD) will be entered in item 18 (Remarks), of the DD Form 214.  

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows that the applicant was ordered to active effective 13 November 2006 in support of OEF.  Based on verification from DFAS, he served in Qatar in November 2006 and December 2006.  The applicant is therefore eligible for award of the Global War on Terrorism  Expeditionary Medal and to have this award added to his DD Form 214.  

2.  The applicant's deployment orders show the applicant was deployed and served in Qatar from 13 November 2006 to 18 December 2006, for 2 months, counting the month of his departure from and return to the US.  Therefore, he is entitled to correction of item 18 (Remarks), of his DD Form 214 to show the entry, "SERVICE IN QATAR FROM 20061113-20061218.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected: 

	a.  by awarding the applicant the Global War on Terrorism Expeditionary Medal, and adding this award to item 13 (Decoration, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized), of his DD Form 214; and

	b.  by showing the entry, "SERVICE IN QATAR FROM 20061113-20061218," in item 18 (Remarks), of his DD Form 214.
