THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his Retirement Points Accounting System (RPAS) to credit him for the time that he served in the Reserve Officers Training Corps (ROTC)/Simultaneous Membership Program (SMP).
2. The applicant states that his RPAS does not include points for the time he served in the SMP.
3. The applicant provides copies of his Certificates of Release or Discharge from Active Duty (DD Form 214), Oath of Office, enlistment contracts with enclosures, travel orders, and a training certificate.
CONSIDERATION OF EVIDENCE:
1. At the time of his application, the applicant, a captain, was serving on a mobilized Army National Guard tour of duty.
2. The applicants military records show that he enlisted in the United States Army Reserve on 19 April 1991. He completed his initial active duty training from 21 May to 11 October 1991, and was assigned for duty with the 332nd Medical Company, in St. Louis, Missouri.
3. During the period from 2 September 1993 through 7 August 1995, the applicant participated both as an enlisted member of the United States Army Reserve and as a member of the United States Army Reserve (USAR) Control Group (ROTC). He completed the Reserve Officers Training Corps Advance Camp on 19 July 1994.
4. On 7 August 1995, the applicant took his Oath of Office as a second lieutenant and was ordered to active duty. He served on active duty until
10 September 1998, when he was reassigned to a troop program unit.
5. On 3 June 2002, the applicant became a member of the Army National Guard.
6. In the processing of this case, an advisory opinion was obtained from the Chief, Personnel Division, National Guard Bureau, Arlington, Virginia, dated
11 April 2008. It stated that the applicant was enrolled in the SMP during the period from 2 September 1993 through 7 August 1995, but that he was not credited on his RPAS for all of this service. It recommended that the RPAS be corrected to show an additional 50 points for the period from 19 April 1994 through 18 April 1995; and that partial points should be awarded for the periods from 2 September 1993 through 19 April 1994, and 19 April 1995 through
7 August 1995.
7. On 16 May 2008, the applicant concurred with the advisory opinion.
8. National Guard Regulation 600-100, paragraph 13-1 states that the SMP is a dual status program that requires Reserve Component enlisted status and USAR Control Group (ROTC) participation.
9. The applicants RPAS prepared on 4 April 2008, shows that he was a member of the SMP from 2 September 1993 through 7 August 1995, but does not credit him with any points for his service.
DISCUSSION AND CONCLUSIONS:
1. The available evidence clearly shows that the applicant was a member of the SMP during the period from 2 September 1993 through 7 August 1995 and is authorized retirement points for this service. It further shows that he was not credited with any retirement points for this period of time.
2. In view of the above, the applicants request should be granted.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that the state Army National Guard records and the Department of the Army records of the individual concerned be corrected, as appropriate, by auditing his Retirement Points Accounting System (RPAS) and crediting his SMP participation during the period from 2 September 1993 through 7 August 1995.
