	The Board considered the following evidence:

	Exhibit A - Application for correction of military records.

	Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Meritorious Unit Commendation and the Global War on Terrorism Expeditionary Medal.

2.  The applicant states, in effect, that the Meritorious Unit Commendation and the Global War on Terrorism Expeditionary Medal she was awarded do not appear on her DD Form 214.

3.  The applicant provides a copy of her DD Form 214; Memorandum for the Record, dated 17 March 2004; Certificate for award of the Meritorious Unit Commendation, dated 30 April 2004; and a Memorandum of approval for the Meritorious Unit Commendation, undated in support of this application.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 10 February 2003.  She completed the required training and was awarded military occupational specialty 62H (Concert-Asphalt Equipment Operator).  

3.  The applicant's DD Form 214 shows she served in Iraq during the period 8 May 2003 through 2 January 2004.

4.  The applicant was honorably released from active duty on 11 February 2004.  Her DD Form 214 shows she was awarded the National Defense Service Medal, the Armed Forces Reserve Medal with M Device, and the Army Service Ribbon.

5.  The applicant provided a Memorandum from the Department of the Army, 770th Engineer Company (Construction) which shows the applicant was authorized award of the Global War on Terrorism Medal for Mobilization in support of Operation Enduring Freedom under Department of the Army Mobilization Order 267-03 for the period 21 January 2003 through 21 July 2003.

6.  The applicant provided a copy of Department of the Army U.S. Army Human Resources Command, Alexandria, Virginia, memorandum which provided authorization for award of the Meritorious Unit Commendation pending announcement in the Department of the Army General Orders, by Order of the Deputy Chief of Staff, G-1. 


7.  The applicant provided an award certificate which shows the unit to which she was assigned was awarded the Meritorious Unit Commendation for meritorious service from 16 May 2003 through 16 November 2003 in combat while deployed in support of Military Operations in Iraqi Freedom.  

8.  Review of the applicant's records indicates entitlement to additional awards that are not shown on her DD Form 214.

9.  Human Resources Command Message (Date Time Group 17 March 2004) disseminated implementing instructions for award of the GWOTSM.  This award is designated for Soldiers who have participated in or served in support of Global War on Terrorism Operations outside of the designated area of eligibility determined for award of the Global War on Terrorism Expeditionary Medal (GWOTEM) on or after 11 September 2001 to a date to be determined.  All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized this award.  This award is a service medal.  Orders are not published for service medals, but they are annotated on records by the Personnel Officer.

10.  Army Regulation 600-8-22 (Military Awards) states that the Global War on Terrorism Service Medal (GWOTSM) is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism (GWOT) operations outside of the designated areas of eligibility (AOE), on or after 11 September 2001 to a future date to be determined. 

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends she is entitled to award of the Global War on Terrorism Expeditionary Medal and the Meritorious Unit Commendation for her participation in Operation Enduring /Iraqi Freedom.

2.  The applicant served a period of qualifying service in support of Operation Iraqi Freedom for award of the Global War on Terrorism Expeditionary Medal, based on Army Mobilization Order 267-03 for the period 21 January 2003 through 21 July 2003.  Therefore, her DD Form 214 should be amended to show this award.




3.  Evidence of record shows the applicant was awarded the Meritorious Unit Commendation for meritorious service in support of military operations from 16 May 2004 through 16 November 2003.  Therefore, her records should be amended to show this award.

4.  The applicant served a qualifying period of service for award of the Global War on Terrorism Service Medal.  Therefore, she is entitled to correction of her records to show this award.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing she was awarded the Global War on Terrorism Expeditionary Medal, the Meritorious Unit Commendation, and the Global War on Terrorism Service Medal.
