The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that the length of her foreign
service in Bosnia be corrected.
2. The applicant states, in effect, that her DD Form 214, Certificate of
Release or Discharge from Active Duty, shows she served in Bosnia from 10
May 1996 through 24 November 1996 when in fact she was deployed from 3
January 1996 through 23 November 1996.
3. In support of her request, the applicant provided a copy of her DD
Form 214; a copy of a Scroll of Appreciation for her contribution to
Operation Joint Endeavor; a copy of deployment orders issued for
Headquarters and Headquarters Company (HHC), 1st Armored Division, to
deploy to Bosnia-Herzegovina in support of Operation Joint Endeavor; and
a copy of her Enlisted Record Brief (ERB).
CONSIDERATION OF EVIDENCE:
1. The evidence shows the applicant was released from active duty for
the purpose of retirement, under the provisions of Army Regulation (AR)
635-200, Chapter 12, on 31 August 2006. The applicant was separated in
the rank and pay grade Sergeant First Class, E-7, after 20 years, 1
month, and 21 days net active service.
2. While serving on active duty, the applicant was assigned to HHC, 1st
Armored Division. On 12 December 1995, (Operations Order) OPORD 95-425
(Iron Endeavor) was published by Headquarters Task Force Eagle. HHC 1st
Armored Division was assigned to Task Force Eagle and was ordered to
deploy to Bosnia-Herzegovina in support of Operation Joint Endeavor. The
effective date of the order was 4 December 1995. A unit manifest
including the applicant's name is not attached to this order.
3. The applicant's ERB shows in Section I (Assignment Information – OS /
Deployment Combat Duty) that she served in Bosnia from 10 May 1996 through
24 November 1996, a period of 11 months. Calculation of the intervening
time equates to only 6 months and 15 days.
4. The applicant's ERB, in Section IX (Assignment Information), shows
she was assigned to HHC, 1st Armored Division, for the period from
approximately 5 April 1995 through 25 May 1998. The ERB further shows
she served in Bosnia for the period 10 May 1996 through 22 August 1996, a
period of just over three months. Her ERB also shows her assigned to the
same unit, having returned to Germany, on 23 August 1996.
5. The applicant's DA Form 2-1, Personnel Qualification Record, Part II,
shows in Item 5 (Overseas Service), that she served in Bosnia, on TCS
(Temporary Change of Station) status, from 3 January 1996 through 24
November 1996. Calculation of the time between the date of her arrival
in Bosnia and her return to Germany equates to 10 months and 22 days.
This time when rounded to the nearest month equates to 11 months, as
shown on her DA Form 2-1.
6. Item 35 (Record of Assignments), of the applicant's DA Form 2-1, shows
she was assigned the duties of Replacement Operations NCO, with an
effective date of 10 May 1996. The overseas organization and station or
overseas country is, "HHC 1AD [1st Armored Division], Bosnia-Herzegovina.
7. The applicant provided a copy of a Scroll of Appreciation which was
presented to her for her contribution to Operation Joint Endeavor. The
period for which this Scroll of Appreciation was awarded span the period 3
January 1996 through 23 November 1996. The unit shown as the applicant's
unit on the scroll is Headquarters and Headquarters Company, 1st Armored
Division.
8. Item 18 (Remarks), of the applicant's DD Form 214, shows an entry as
follows: "Service in Bosnia 19960510 – 19961124."
9. Item 12f (Record of Service – Foreign Service), of the applicant's DD
Form 214, shows during the period covered by the DD Form 214 (from 10 July
1986 through 31 August 2006), she served a combined 8 years, 7 months, and
10 days foreign service in Germany, Uzbekistan, and in Bosnia.
10. Army Regulation 635-5 prescribes policies and procedures regarding
separation documents. Specific instructions for the completion of each
item of the DD Form 214 are provided in paragraph 2-4 of this regulation.
Paragraph 2-4h(18)(f) states that "For a Reserve Soldier ordered to
active duty and deployed to a foreign country, enter the following three
statements in succession. (However, for an active duty Soldier deployed
with his or her unit during their continuous period of active service
enter only the second statement.) (1) Ordered to active duty in support
of (Operation Name) per 10 USC (applicable section). (2) Service in
(Name of Country Deployed) from (inclusive dates for example YYYYMMDD –
YYYYMMDD). (3)Soldier Completed period for which ordered to active duty
for purpose of post service benefits and entitlements."
DISCUSSION AND CONCLUSIONS:
1. It appears from the evidence the applicant traveled to Bosnia with
her unit in compliance with OPORD 95-425 (Iron Endeavor) which was
published by Headquarters Task Force Eagle. The effective date of the
order was 4 December 1995. Although a unit manifest including the
applicant's name was not attached to the order, a preponderance of the
evidence indicates she deployed to Bosnia on
3 January 1996 and returned to Germany on 24 November 1996.
2. Item 5, of her DA Form 2-1, confirms she deployed to Bosnia on 3
January 1996 and returned to Germany on 24 November 1996. The date shown
in Item 35, of her DA Form 2-1, conflicts with item 5 and it appears an
entire line entry is missing from Item 35 – that which would show the
actual date of her change in duty title and her geographical station.
3. Both Item 5, of the applicant's DA Form 2-1, and Section I (Assignment
Information – OS / Deployment Combat Duty), of her ERB, show she served in
Bosnia for a period of 11 months.
4. The Scroll of Appreciation the applicant was presented in recognition
of her service in Bosnia and her contribution to Operation Joint Endeavor
encompass the time period from 3 January 1996 through 23 November 1996.
5. Based on the evidence, item 18, of the applicant's DD Form 214, will be
corrected to show she served in Bosnia during the period 3 January 1996
through 23 November 1996, a period of 10 months and 21 days.
6. Item 12f of the applicant's DD Form 214 now shows she had 8 years,
7 months, and 10 days foreign service during the period covered by the DD
Form 214. Item 12f will be corrected to show she served a total of 8
years, 11 months, and 16 days foreign service during the period covered by
the DD Form 214 to account for the apparent undercounting of her foreign
service.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by:
a. correcting the entry, in Item 18 (Remarks): "Service in Bosnia
19960510 – 19961124," in the Remarks Section of the applicant's DD Form
214, to read: "Service in Bosnia From 19960103 – 19961124"; and
b. correcting the entry, in Item 12f (Record of Service – Foreign
Service) to show the entry: 8 years / 11 months / 16 days.
