      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated 7 November 2006 were affirmed.  The following additional
findings, conclusions, and recommendations were adopted by the Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
dated 7 November 2006.

CONSIDERATION OF ADDITIONAL EVIDENCE:

26.  On 29 November 2006, new information was received from the applicant
in regard to the decision of the ABCMR in Docket Number AR20060003005,
dated 7 November 2006.

27.  The evidence submitted consists of the applicant's contention that his
request for promotion to major was not discussed in the original
proceedings.

ADDITIONAL DISCUSSION AND CONCLUSIONS:

7.  At the time of the decision of the ABCMR in Docket Number
AR20060003005, dated 7 November 2006, it was the intent of the ABCMR to
make the applicant’s record as administratively correct as it should
properly have been at the time.

8.  The ABCMR's decision in Docket Number AR20060003005, failed to address
the applicant's request for promotion to the grade of major.

9.  The transfer of the GOMOR to the restricted portion of his OMPF does
not mitigate the applicant's indiscipline.  Therefore, there is no basis to
grant the applicant's request for promotion to the grade of major.

BOARD DETERMINATION/RECOMMENDATION:

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
promotion to the grade of major.
