      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his foreign service, the Kosovo Campaign
Medal, the North Atlantic Treaty Organization (NATO) Medal, the Overseas
Service Ribbon, and the Army Service Ribbon be added to his DD Form 214
(Certificate of Release of Discharge from Active Duty).

2.  The applicant states he completed his first tour in Germany and
extended for one year.  He served honorably in Kosovo and Macedonia.

3.  The applicant provides his DD Form 214; his Enlisted Record Brief
(ERB), dated 9 February 2006; a NATO Medal award certificate; a certificate
of achievement; a redeployment memorandum; and a DD Form 1610 (Request and
Authorization for TDY Travel of DOD Personnel).

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 29 June 2001.

2.  The applicant’s ERB shows he was assigned to Germany on 20 November
2001.  He was awarded a certificate of achievement for service and support
to Task Force Camp Able Sentry, Macedonia, from 15 March 2002 to 1 June
2002. He was awarded the NATO Medal for service with NATO on operations in
relation to Kosovo during the period 12 April 2002 through 21 May 2002.  He
redeployed from Kosovo on 27 May 2002.  His ERB shows his date of return
from overseas as 11 November 2004.  (It also shows he was reassigned to
Fort Riley, KS on 17 October 2005).

3.  On 27 March 2006, the applicant was honorably discharged due to
disability.  His DD Form 214 shows he was awarded the Army Superior Unit
Award, the Army Good Conduct Medal, the National Defense Service Medal, and
the Global War on Terrorism Service Medal.  Item 12f (Foreign Service) does
not show he had any foreign service.

4.  Army Regulation 600-8-22 (Military Awards) states the Kosovo Campaign
Medal is awarded to members of the Armed Forces of the United States who,
after 24 March 1999, meet the following criteria:

      (1) participated in or served in direct support of Kosovo
Operations(s): Allied Force; Operation Joint Guardian; Operation Allied
Harbour; Operation Sustain Hope/Shining Hope; Operation Noble Anvil; or
Kosovo Task Forces Hawk, Saber, Falcon, or Hunter within the Kosovo Air
Campaign and/or the Kosovo Defense Campaign areas of eligibility; and
      (2) were bona fide members of a unit participating in or engaged in
direct support of the operation for 30 consecutive days in the area of
eligibility or for   60 nonconsecutive days provided this support involved
entering the operations’ area of eligibility or met certain other specified
criteria.

5.  Army Regulation 600-8-22 states the NATO Medal is awarded by the
Secretary-General of NATO to military and civilian members of the Armed
Forces of the United States who participate in designated NATO operations
to include operations related to Kosovo (from 13 October 1998 to a date to
be determined).

6.  Army Regulation 600-8-22 states the Army Service Ribbon is awarded upon
successful completion of initial entry training.  The Overseas Service
Ribbon is awarded for successful completion of overseas tours.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contended he served a complete tour in Germany and then
extended for a year, but he did not provide the dates he served in Germany.
 The only dates that can be verified, 20 November 2001 through 10 November
2004, are taken from his ERB.  Therefore, item 12f of his DD Form 214
should be amended to reflect 2 years, 11 months, and 21 days of foreign
service.

2.  The applicant was awarded the NATO Medal.  He met the eligibility
criteria for award of the Overseas Service Ribbon and the Army Service
Ribbon.

3.  Although the applicant provided evidence to show he served in Kosovo,
there is no evidence to show what operation he participated in.  Since it
cannot be determined if he participated in one of the operations listed in
the governing regulation as being an eligible operation for award of the
Kosovo Campaign Medal, there is insufficient evidence on which to base
award of the Kosovo Campaign Medal.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that the DD Form 214 of the individual concerned be corrected:

     a.  by showing he served 2 years, 11 months, and 21 days of foreign
service in item 12f; and

     b.  adding award of the NATO Medal, the Overseas Service Ribbon, and
the Army Service Ribbon.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
adding the Kosovo Campaign Medal to his DD Form 214.
