      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated
7 November 2006 were affirmed.  The following additional findings,
conclusions, and recommendations were adopted by the Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
dated 7 November 2006.

CONSIDERATION OF ADDITIONAL EVIDENCE:

12.  On 15 November 2006, it was discovered that Table 3-2 (Award of tour
credit and adjustment of date eligible to return from overseas/date of
return from overseas (DROS)) in Army Regulation 614-30 (Overseas Service)
was not considered in regard to the decision of the Army Board for
Correction of Military Records (ABCMR) in Docket Number AR20060006407,
dated 7 November 2006.

13.  The applicant’s separation orders, dated 13 November 1991, show that
he was discharged under the provisions of Army Regulation 635-200,
paragraph
16-8, for reduction in force.  These orders also show he was authorized an
early out.

14.  Table 3-2 of Army Regulation 614-30 states, in pertinent part, that if
a Soldier serves to normal expiration term of service, is a first term
Soldier and separates from service, or is given an early out through an
Army program then he/she will be credited with a completed tour.

15.  Army Regulation 600-8-22 (Military Awards) shows that the Overseas
Service Ribbon was established by the Secretary of the Army on 10 April
1981.  The regulation states, in pertinent part, that effective 1 August
1981, all members of the Active Army, Army National Guard, and Army Reserve
in an active Reserve status are eligible for the award for successful
completion of overseas tours.

ADDITIONAL DISCUSSION AND CONCLUSIONS:

6.  At the time of the decision of the ABCMR in Docket Number
AR20060006407, dated 7 November 2006, it was the intent of the ABCMR to
make the applicant’s record as administratively correct as it should
properly have been at the time.

7.  The ABCMR's decision in Docket Number AR20060006407 failed to consider
Table 3-2 in Army Regulation 614-30 and denied award of the Overseas
Service Ribbon.

8.  Since the applicant was given an early out through an Army program, and
the governing regulation states that he will be credited with a completed
tour, he is entitled to one award of the Overseas Service Ribbon for his
service in Germany.

BOARD DETERMINATION/RECOMMENDATION:

3.  The Board determined that the evidence presented was sufficient to
warrant  amendment of the decision of the Army Board for Correction of
Military Records set forth in Docket Number AR20060006407, dated 7 November
2006, to show that the individual concerned was awarded one award of the
Overseas Service Ribbon.
