      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated
27 July 2006 were affirmed.  The following additional findings,
conclusions, and recommendations were adopted by the Board.

reconsider the conclusions and recommendation appearing in proceedings
dated 27 July 2006.

CONSIDERATION OF ADDITIONAL EVIDENCE:

12.  On 5 September 2006, new information was received from the applicant
in regard to the decision of the Army Board for Correction of Military
Records (ABCMR) in Docket Number AR20050015771 dated 27 July 2006.

13.  The evidence submitted consists of the applicant’s contention that his
deceased father, a former service member (FSM), was not eligible to wear
four additional bronze service stars on the European-African-Middle Eastern
(EAME) Campaign Medal.  He noted that the Board’s decision in this regard
was probably based on the FSM’s WD AGO Form 53-55 (Enlisted Record and
Report of Separation) showing his organization as the 69th Amphibian
Tractor Battalion. 

14.  The applicant stated he is certain his father initially served at
Burtonwood Base (England) from approximately October 1943 to early 1945. 
It is his belief that in mid-March 1945 his father transferred into the
89th Infantry Division (receiving campaign credit for Central Europe),
where he served until early May 1945.  He later joined the 69th Amphibian
Tractor Battalion at the time the 69th Tank Battalion was reformed on 11
July 1945.  Therefore, his father could not have served with the 69th Tank
Battalion during the earlier period for which it earned credit for the
Ardennes-Alsace, Normandy, Northern France, and Rhineland campaigns.

15.  Item 6 (Organization) on the FSM’s WD AGO Form 53-55 for the period
ending 20 November 1945 shows he was assigned to the 69th Amphibian Tractor
Battalion.  This WD AGO Form 53-55 shows he participated in one battle and
campaign (Central Europe).  This WD AGO Form 53-55 shows the EAME Campaign
Medal as an authorized award. 

16.  On 7 March 2005, the FSM’s WD AGO Form 53-55 was amended to add the
EAME Campaign Medal with one bronze service star.

17.  When, in July 2006, the Board considered the applicant’s initial
request to correct the FSM’s records to show award of the Army of
Occupation Medal, the Board apparently presumed the FSM had been assigned
to the 69th Amphibian Tractor Battalion, in continental Europe, during his
entire period in the European Theatre of Operations, thus also giving him
credit for four additional campaigns.

ADDITIONAL DISCUSSION AND CONCLUSIONS:

5.  At the time of the decision of the ABCMR in Docket Number AR20050015771
dated 27 July 2006, it was the intent of the ABCMR to make the FSM’s record
as administratively correct as it should properly have been at the time.
6.  The ABCMR's decision in Docket Number AR20050015771 erroneously
believed the FSM to have been assigned to the 69th Amphibian Tractor
Battalion, in continental Europe, during his entire period in the European
Theatre of Operations, thus also giving him credit for four additional
campaigns.

7.  Since the FSM’s WD AGO Form 53-55 for the period ending 20 November
1945 shows he participated in only one campaign (Central Europe), this
entry on his WD AGO Form 53-55 is accepted as sufficient corroboration of
the applicant’s contention that the FSM indeed participated in only one
campaign.

8.  Therefore, the BOARD DETERMINATION/RECOMMENDATION in ABCMR Docket
Number AR20050015771, considered on 27 July 2006, should be amended
accordingly.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the decision of the Army Board for Correction of Military
Records set forth in Docket Number AR20050015771 dated 27 July 2006 to
read:

      The Board determined that the evidence presented was sufficient to
      warrant a recommendation for relief and to excuse failure to timely
      file.  As a result, the Board recommends that all Department of the
      Army records of the individual concerned be corrected by amending
      his records to show award of the Army of Occupation Medal with Germany
      Clasp and the World War II Victory Medal.”
