THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his request to have his records corrected to reflect the award of the Combat Infantryman Badge (CIB) and to have the badge issued to him.
2. The applicant states that he disagrees with the Boards assessment that it was his fault for not ensuring that the CIB was awarded and issued. He further states that it was the chain of commands responsibility to ensure that his records were up to date.
3. The applicant provides a copy of orders awarding him the CIB and a copy of an electronic mail (e-mail) from the orders issuing headquarters in Hawaii.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20040011500 on 15 September 2005.
2. On 16 August 2006, an email was dispatched to the adjutant of the 1st Battalion, 27th Infantry Regiment, 25th Infantry Division, to attempt to obtain orders awarding the applicant the CIB.
3. On 23 August 2006, Permanent Orders 235-01 were published awarding the applicant the CIB for the period of May 1965 to September 1966.
4. Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, that the Combat Infantryman Badge is awarded to infantry officers and to enlisted and warrant officer persons who have an infantry military occupational specialty (MOS). They must have served in active ground combat while assigned or attached to an infantry unit of brigade, regimental or smaller size. The Awards Branch of the U.S. Army Human Resources Command (formerly known as the Total Army Personnel Command) has advised, in similar cases, that during the Vietnam era the Combat Infantryman Badge was awarded only to enlisted individuals who held and served in MOS 11B, 11C, 11F, 11G, or 11H.
DISCUSSION AND CONCLUSIONS:
1. While it is not the intent of the Board to place fault or blame on any applicant who applies to the Board, likewise, the Board is not an investigative Board and it is not the responsibility of the Board to conduct the research necessary to justify an applicants appeal to this Board.
2. Although in many cases the Board is able to obtain an applicants service records, those records do not always contain the information necessary to substantiate an applicants claim.
3. In this particular case, the applicant was able to obtain orders awarding him the CIB from the 27th Infantry Regiment in Hawaii for the period in question.
4. Therefore, it would be in the interest of justice at this time to add the award of the CIB to his records and to authorize him the issuance of the CIB.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR20040011500, dated 15 September 2005. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing that he was awarded the CIB and by issuing him that badge as well.
