THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant, as the son of a deceased former service member (FSM), requests, in effect, that his late fathers DD Form 214 (Certificate of Release or Discharge from Active Duty) issued on 11 August 2006 be corrected to show the Belgian Fourragere and the Motor Vehicle Badge. He also requests that a Department of the Army letter, dated 14 July 2006, be corrected.
2. The applicant states the Belgian Fourragere and the Motor Vehicle Badge are not on the updated DD Form 214. He also contends that the 14 July 2006 Department of the Army letter incorrectly states, your husbands instead of your fathers.
3. The applicant provides a letter, dated 5 September 2006, from a Member of Congress; a copy of the DD Form 214 in question; a copy of the 14 July 2006 Department of the Army letter; a WD AGO Form 53-55 (Enlisted Record and Report of Separation); a DA Form 1577 (Authorization for Issuance of Awards), dated 23 April 2002, which shows the Belgian Fourragere was authorized; and page 7 of a previous Army Board for Correction of Military Records (ABCMR) Record of Proceedings.
CONSIDERATION OF EVIDENCE:
1. The FSM was inducted on 1 April 1942. He served in the European Theater of Operations from 7 September 1944 through 27 September 1945 and was honorably discharged on 28 October 1945.
2. The FSMs WD AGO Form 53-55 shows he received the Motor Vehicle Badge.
3. Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register), dated 6 July 1961, shows, among other information, unit awards and citations authorized for units which served during World War II. This document shows the FSM's unit (101st Field Artillery Battalion) was cited in the Order of the Day of the Belgian Army for the period
20 December 1944 through 20 January 1945 on Department of the Army General Orders Number 43, dated 1950.
4. Department of the Army Pamphlet 672-1 does not show the FSMs unit was cited twice in the Order of the Day of the Belgian Army.
5. A DD Form 215 (Correction to WD AGO Form 53-55), dated 11 March 2005, amended the FSMs WD AGO Form 53-55 to add the entry, Belgian Citation in the Order of the Day Unit Citation No Emblem Authorized in item 55 (Remarks).
6. A Department of the Army letter, dated 14 July 2006, from the Review Boards Agency, Support Division, St. Louis, Missouri to the applicant incorrectly states, in pertinent part, your husbands in the first paragraph.
7. On 11 August 2006, the FSMs WD AGO Form 53-55 was reissued as a DD Form 214. This DD Form 214 does not show the Belgian Fourragere or the Motor Vehicle Badge as authorized awards.
8. Army Regulation 600-8-22 (Military Awards) provides for award of the Belgian Fourragere. The regulation states that it may be awarded by the Belgian Government when a unit has been cited twice in the Order of the Day of the Belgian Army. The award of the Belgian Fourragere is not automatic but must be by special decree of the Belgian Government. Persons who were present in only one action are not authorized to wear the Fourragere.
DISCUSSION AND CONCLUSIONS:
1. The FSMs WD AGO Form 53-55 shows he received the Motor Vehicle Badge during World War II. Therefore, his DD Form 214 issued on 11 August 2006 should be corrected to show this badge.
2. Although the DA Form 1577 provided by the applicant shows the Belgian Fourragere was authorized to the FSM, the Department of the Army Pamphlet 672-1 shows the FSM's unit was cited once in the Order of the Day of the Belgian Army. The governing regulation states that the Belgian Fourragere may be awarded by the Belgian Government when a unit has been cited twice in the Order of the Day of the Belgian Army. Therefore, there is insufficient evidence on which to amend the FSMs DD Form 214 to show the Belgian Fourragere. However, his DD Form 214 will be amended to show his unit was cited once in the Order of the Day of the Belgian Army.
3. The 14 July 2006 Department of the Army letter incorrectly states, in pertinent part, your husbands instead of your fathers. Therefore, it would be appropriate to correct this letter.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. amending item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) on the DD Form 214 issued on
11 August 2006 to add the Motor Vehicle Badge;
b. amending item 18 (Remarks) on this DD Form 214 to add the entry, Belgian Citation in the Order of the Day Unit Citation No Emblem Authorized.;
c. deleting the entry, your husbands in the 14 July 2006 Department of the Army letter in question; and
d. adding the entry, your fathers in the 14 July 2006 letter.
2. The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to award of the Belgian Fourragere.
