The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion, if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that he be issued a DD Form 215 (Correction to DD Form 214 [Certificate of Release or Discharge From Active Duty]) to add awards to his DD Form 214 that was issued by the United States Air Force (USAF) on 20 June 1999, and his DD Form 214 that was issued at the time of his release from active duty from the Army on 23 March 2004.
2. The applicant essentially states that the Iraq Campaign Medal, the Combat Action Badge, and the Air Force Small Arms Expert Ribbon do not appear on his DD Forms 214.
3. The applicant provides his DD Forms 214, orders awarding him the Combat Action Badge, and a certificate awarding him the Air Force Small Arms Expert Ribbon in support of this application.
CONSIDERATION OF EVIDENCE:
1. The applicant is requesting correction of an alleged error which occurred on
23 March 2004, the date of his release from active duty. Although the application submitted in this case is dated 28 December 2005, it was not received until
25 July 2006.
2. The applicant requested that the Iraq Campaign Medal, the Combat Action Badge, and the Air Force Small Arms Expert Ribbon be added to his DD Form 214 that was issued by the USAF on 20 June 1999. However, the applicant must request correction of that DD Form 214 through the Board for Correction of Air Force Records. The applicant has been notified by separate correspondence of the procedures for correcting his DD Form 214 that was issued by the USAF and, as a result, correcting the applicants DD Form 214 that was issued by the USAF will not be discussed further in this Record of Proceedings.
3. The applicants DD Form 214 that was issued at the time of his release from active duty on 23 March 2004, which will be referred to only as his DD Form 214 throughout the rest of these proceedings, essentially shows that he was awarded the Air Force Achievement Medal, the Air Force Good Conduct Medal, the National Defense Service Medal with One Bronze Service Star, the Armed Forces Expeditionary Medal, the Armed Forces Reserve Medal with M (for Mobilization) Device, the Air Force Training Ribbon, the Air Force Outstanding Unit Award, and the Air Force Longevity Service Award.
4. The applicants DD Form 214 does not show that he was awarded the Iraq Campaign Medal. However, Item 18 (Remarks) of his DD Form 214 shows, in pertinent part, that he served in Iraq from 28 April 2003 to 25 July 2003. The applicant also essentially stated that he would prefer the Iraq Campaign Medal rather than the Global War on Terrorism Expeditionary Medal. Although not shown on his DD Form 214, the applicant was awarded the Global War on Terrorism Expeditionary Medal on 25 April 2004 by a memorandum, dated
25 April 2004, from the 333rd Military Police Company, Convoy Support Center (CSC) Scania, Iraq.
5. The applicants DD Form 214 does not show that he was awarded the Combat Action Ribbon. However, he was awarded the Combat Action Ribbon by Department of the Army, State of Illinois, 1301 North MacArthur Boulevard, Camp Lincoln, Springfield, Illinois Permanent Order Number 255-144, dated
12 September 2005. The applicant was awarded the Combat Action Badge for personally and actively engaging or being engaged by an enemy while assigned in Iraq from 27 April 2003 through 10 July 2003 [the order incorrectly stated the ending period as 10 July 2004].
6. The applicants DD Form 214 also does not show that he was awarded the Air Force Small Arms Expert Ribbon. However, the applicant provided a certificate which shows that he was awarded this ribbon.
7. During a review of the applicants records, it was determined that he is entitled to an additional award that is not shown on his DD Form 214.
8. The applicants DD Form 214 does not show that he was awarded the Army Service Ribbon. However, the applicant completed initial entry training and was awarded military occupational specialty 95B (Military Policeman).
9. Army Regulation 600-8-22 (Military Awards) states that individuals authorized the Iraq Campaign Medal must have served in direct support of Operation IRAQI FREEDOM (OIF). The area of eligibility encompasses all land area of the country of Iraq, and the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles. The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of OIF. Service members qualified for the Global War on Terrorism Expeditionary Medal by reasons of service between 19 March 2003 and 28 February 2005, in an area for which the Iraq Campaign Medal was subsequently authorized, will remain qualified for that medal. Upon application, any such service member may be awarded the Iraq Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal for such service. No service member will be entitled to both medals for the same act, achievement or period of service.
10. Army Regulation 600-8-22 also provides, in pertinent part, that the Army Service Ribbon was established by the Secretary of the Army on 10 April 1981. This regulation states, in pertinent part, that effective 1 August 1981, all members of the Active Army, Army National Guard, and Army Reserve in an active Reserve status are eligible for the award upon successful completion of initial entry training.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends that a DD Form 215 should be issued to add awards to his DD Form 214.
2. The applicants service in Iraq from 28 April 2003 to 25 July 2003 was recognized on 25 April 2004 when he was awarded the Global War on Terrorism Expeditionary Medal by a memorandum from the 333rd Military Police Company, CSC Scania, Iraq. However, the applicant stated that he would prefer to receive the Iraq Campaign Medal for his service in Iraq. Therefore, he is entitled to award of the Iraq Campaign Medal, correction of his military records to show the award of the Iraq Campaign Medal, and correction of his military records to remove any references to him being awarded the Global War on Terrorism Expeditionary Medal for his service in Iraq from 28 April 2003 to 25 July 2003.
3. Permanent orders awarded the applicant the Combat Action Ribbon which is not shown on his DD Form 214. Therefore, he is entitled to correction of his military records to show the award of the Combat Action Ribbon.
4. The applicant was awarded the Air Force Small Arms Expert Ribbon which is not shown on his DD Form 214. Therefore, he is entitled to correction of his military records to show this ribbon.
5. The applicant completed initial entry training after 1 August 1981; therefore, he is entitled to award of the Army Service Ribbon, and correction of his military records to show the award of the Army Service Ribbon.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. awarding him the Iraq Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal, and removing the Global War on Terrorism Expeditionary Medal from his military records;
b. showing the award of the Combat Action Badge and the Air Force
Small Arms Expert Ribbon; and
c. awarding him the Army Service Ribbon.
