      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, campaign credit for the Ardennes
campaign of World War II.

2.  The applicant states, in effect, that he was one of the messengers
serving the United States Army's 21st British Army during the Ardennes
campaign.

3.  The applicant provides a self-authored statement and extracts of unit
history documents for his unit in support of his application.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were
summarized in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR) in Docket Number
AR2004105201, on
7 December 2004.

2.  During its original deliberations on the applicant's case, the Board
found sufficient evidence to support the applicant's request that his
record be corrected to show he served with the 302nd Signal Operations
Battalion in the European Theater of Operations (ETO) during World War II.
It also determined that based on his service with this unit, he was
entitled to the Army of Occupation Medal with Germany Clasp, and that he
was entitled to 4 bronze service stars with his European-African-Middle
Eastern Campaign Medal based on his unit (Company A, 302nd Signal
Operations Battalion) being credited with participation in the Normandy,
Northern France, Rhineland, and Central Europe campaigns of
World War II.

3.  On 21 June 2005, a correction to his separation document (DD Form 215)
was issued based on the recommendations of the ABCMR contained in the
Record of Proceedings, dated 7 December 2004.  This document confirms his
separation document was corrected to show he served in the Signal Corps,
that he was assigned to Company A, 302nd Signal Operations Battalion, and
that he was entitled to the Army of Occupation Medal with Germany Clasp, 4
bronze service stars with his European-African-Middle Eastern Campaign
Medal, and the World War II Victory Medal.  No change was made to the
campaigns he was credited with participating in based on the correction to
his unit.

4.  In his reconsideration request, the applicant provides a self-authored
statement in which he states, in effect, that his unit (302nd Signal
Operations Battalion) furnished all the communications for the 12th United
States Army Group headquarters, and that motor messengers regularly made
these runs under hazardous conditions during the Ardennes campaign.  He
also provides unit history document extracts from an unknown source that
indicate many men from the 302nd manned important repeater stations within
the Ardennes area, and that motor messengers delivered important messages
to First, Third, and Ninth Army Headquarters located in the Ardennes area.


5.  Department of the Army (DA) Pamphlet 672-1 (Unit Campaign Participation
Credit Register-World War II) establishes the eligibility of individual
members for campaign participation credit awarded during World War II based
on the campaign credit awarded to their units.  This publication confirms
that the applicant's unit (302nd Signal Operations Battalion) was credited
with participating in the Normandy, Northern France, Rhineland, and Central
Europe campaigns.  The unit was not credited with participating in the
Ardennes campaign.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's claim of entitlement to the campaign credit for the
Ardennes campaign and the supporting documents he submitted were carefully
considered. However, it is clear the Army determined the missions performed
by the applicant's unit did not support an award of campaign participation
credit for the Ardennes, as evidenced by the campaign credit outlined for
his unit in
DA Pamphlet 672-1.

2.  The veracity of the applicant's claim that he performed motor messenger
duties during the Ardennes campaign and the information contained in the
unit history document extracts he provided is not in question.  However,
individual eligibility for campaign participation credit during World War
II was based solely on the campaign credit authorized for the member's unit
of assignment.

3.  The evidence of record confirms that in spite of the missions being
performed by the unit in the Ardennes, the Army did not credit the 302nd
Signal Operations Battalion with participation in the Ardennes campaign.
Therefore, it would not be appropriate, or fair to others who served during
World War II and who faced similar circumstances, to grant individual
Ardennes campaign credit to the applicant absent an Army authorization for
his unit.

4.  In order to justify correction of a military record the applicant must
show to the satisfaction of the Board, or it must otherwise satisfactorily
appear, that the record is in error or unjust.  The applicant has failed to
submit evidence that would satisfy this requirement

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis to amend the decision of
the ABCMR set forth in Docket Number AR2004105201, dated 7 December 2004.
