      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, two additional awards of the
Overseas Service Ribbon and the Combat Action Badge.

2.  The applicant states, in effect, his DD Form 214 (Certificate of
Release or Discharge from Active Duty) for the period ending 21 May 2004
shows one award of the Overseas Service Ribbon; however, he served two
overseas tours in Germany and served 12 months in Iraq.

3.  The applicant provides no additional evidence in support of his
application.

CONSIDERATION OF EVIDENCE:

1.  The applicant has served in Operation Enduring Freedom and/or Operation
Iraqi Freedom.

2.  The applicant requested correction of his records to show award of the
Combat Action Badge.  Requests for award of the Combat Action Badge must be
forwarded to the Commanding General, U.S. Army Human Resources Command,
ATTN: AHRC-PDO-PA, Alexandria, Virginia 22332-0471.  This award may be
requested by letter.  All requests must contain the following:
(1) assignment, attachment or operational control orders; (2) a copy of the
Soldier's Enlisted Record Brief or DA Form 2-1; (3) a copy of the chain of
command endorsement; (4) a one-page narrative description of the qualifying
incident; (5) a certified copy of the DD Form 214 (Certificate of Release
or Discharge from Active Duty); and (6) supporting documentation.  The
applicant is required to exhaust all administrative remedies; accordingly,
there will be no further discussion of this issue.

3.  The applicant enlisted in Regular Army on 9 October 1979.  He served in
Germany from 24 August 1981 through 3 October 1983.  He served a second
tour in Germany from 6 March 1984 through 6 March 1987.  On 6 March 1987,
he was honorably discharged.

4.  The applicant's DD Form 214 for the period ending 6 March 1987 shows
the Army Service Ribbon, one award of the Overseas Service Ribbon, the
Humanitarian Service Medal, the Good Conduct Medal, and the Marksman
Marksmanship Qualification Badge with Rifle Bar as authorized awards.

5.  The applicant enlisted in the Arkansas Army National Guard on 31 May
1994.


6.  The applicant was ordered to active duty in support of Operation
Enduring Freedom on 11 February 2003.  He served in Kuwait and Iraq from 16
April 2003 to 20 April 2004.  On 21 May 2004, he was released from active
duty.

7.  The applicant's DD Form 214 for the period ending 21 May 2004 shows the
Army Achievement Medal, the Army Good Conduct Medal (3rd Award), the
National Defense Service Medal, the Global War on Terrorism Expeditionary
Medal, the Global War on Terrorism Service Medal, the Humanitarian Service
Medal, the Armed Forces Reserve Medal with "M" Device, the Army Service
Ribbon, and one award of the Overseas Service Ribbon as authorized awards.

8.  The applicant was honorably discharged from the Arkansas Army National
Guard on 1 August 2005 and transferred to the Retired Reserve.

9.  The proponent of Army Regulation 614-30 (Overseas Service) confirmed
that a normal unaccompanied overseas tour for a Soldier deployed to Iraq
would normally be 12 months.

10.  The applicant's National Guard Bureau (NGB)  Form 22 (Report of
Separation and Record of Service) shows the Meritorious Service Medal, the
Army Achievement Medal, three awards of the Army Reserve Component
Achievement Medal, the Global War on Terrorism Service Medal, the Armed
Forces Reserve Medal with "M" Device, one award of the Overseas Service
Ribbon, the Global War on Terrorism Expeditionary Medal, two awards of the
National Defense Service Medal, three awards of the Army Good Conduct
Medal, the Armed Forces Reserve Medal, the Army Service Ribbon, the
Humanitarian Service Medal, and the Noncommissioned Officer Professional
Development Ribbon as authorized awards.  His NGB Form 22 also erroneously
shows he enlisted on 5 October 1979.

11.  Army Regulation 600-8-22 (Military Awards) shows that the Overseas
Service Ribbon was established by the Secretary of the Army on 10 April
1981.  The regulation states, in pertinent part, that effective 1 August
1981, all members of the Active Army, Army National Guard, and Army Reserve
in an active Reserve status are eligible for the award for successful
completion of overseas tours.  The award may be awarded retroactively to
those personnel who were credited with a normal overseas tour completion
before 1 August 1981 provided they had an Active Army status on or after 1
August 1981 and the overseas service is not recognized with another U.S.
service medal.  Numerals are used to denote the second and subsequent
awards of the Overseas Service Ribbon.

12.  Military Personnel Message Number 02-150, subject:  Reinstatement of
the National Defense Service Medal, referenced Office of the Deputy
Secretary of Defense Memorandum, same subject, dated 26 April 2002.  The
memorandum authorized reinstatement of the National Defense Service Medal.
It stated that the NDSM is awarded for honorable active service and
includes the following inclusive periods:  27 June 1950 to 27 July 1954; 1
January 1961 to 14 August 1974; 2 August 1990 to 30 November 1995; and 11
September 2001 to a date to be determined.  It stated that, as a one-time
only exception, members of the Army National Guard and USAR who were part
of the Selected Reserve in good standing were authorized the National
Defense Service Medal per Executive Orders 12778 dated 18 October 1991 for
the period 2 August 1990 to
30 November 1995.  A bronze service star will be worn to signify receipt of
a second or subsequent award.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s DD Form 214 for the period ending 21 May 2004 shows one
award of the Overseas Service Ribbon.  However, evidence of record shows he
completed three overseas tours (two in Germany and one in Kuwait/Iraq).
Therefore, his DD Form 214 for the period ending 21 May 2004 should be
corrected to show three awards of the Overseas Service Ribbon.

2.  The applicant served two periods of qualifying service for award of the
National Defense Service Medal; therefore, his DD Form 214 for the period
ending 21 May 2004 should be corrected to show the National Defense Service
Medal with one bronze service star.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his DD Form 214 for the period ending 21 May 2004 to show three


awards of the Overseas Service Ribbon and the National Defense Service
Medal with one bronze service star.
