      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that her official military personnel file (OMPF)
be corrected by deleting the certificate issued on 1 February 2005 showing
she was awarded the Joint Service Commendation Medal (JSCM) while serving
in the rank of staff sergeant (SSG).


2.  The applicant states, in effect, that she was awarded the JSCM for her
service from 16 February 2004 to 28 January 2005 while serving as SFC.

3.  The applicant provides in support of her request a Citation and two
Certificates for award of the JSCM, issued on 1 and 3 February 2005.

CONSIDERATION OF EVIDENCE:

1.  On 10 July 2003, after having completed 10 years, 1 month and 27 days
of honorable Regular Army service, the applicant reenlisted for an
indefinite number of years and in pay grade E-6.

2.  Orders Number 352-106 from the United States Army Human Resources
Command HRC, Alexandria, Virginia, dated 17 December 2005, shows that
effective 1 January 2005, the applicant was promoted to SFC, pay grade E-7.

3.  Permanent Orders Number GB-126, United States Central Command, McDill
Air Force Base, Florida, dated 27 January 2005, shows the applicant while
serving in the rank of SFC was awarded the JSCM, for meritorious service
for the period from 16 February 2004 to 28 January 2005.

4  The certificate issued on 1 February 2005 incorrectly shows the
applicant was awarded the JSCM while serving in the rank of SSG.  The
certificate issued on
3 February 2005 correctly shows she was awarded the JSCM while serving in
the rank of SFC.


5.  The JSCM was authorized by the Secretary of Defense on 25 June 1963.
It is awarded in the name of the Secretary of Defense to members of the
Armed Forces of the United States who, while assigned to a joint activity
after 1 January 1963, distinguished themselves by meritorious achievement
or service.  In accordance with Deputy Secretary of Defense Memorandum,
"Combat Distinguishing Device for the JSCM," dated 29 November 1965, the
"V" Device was authorized by wear for all services for acts or service
involving direct participation in combat operations on or after 25 June
1963.


DISCUSSION AND CONCLUSIONS:

1.  The available evidence shows the applicant was promoted to SFC,
effective
1 January 2005.  Her record also contains evidence that while serving in
the rank of SFC, she was awarded the JSCM for the period from 16 February
2004 to
28 January 2005.

2.  The applicant's record also contains two certificates for award of the
JSCM for the same period from 16 February 2004 to 28 January 2005:  The
certificate issued on 1 February 2005 incorrectly shows she was a SSG at
the time she was award the JSCM.  The certificate issued on 3 February 2005
correctly shows she was serving as a SFC when she was awarded the JSCM.

3.  The available evidence supports correcting the applicant's record by
removing from her OMPF the certificate issued on 1 February 2005 showing
she was awarded the JSCM while serving as a SSG.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
removing from her OMPF the certificate issued on 1 February 2005 showing
she was awarded the JSCM while serving as a SSG.
