      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his records to show award of the
Army Good Conduct Medal (1st Award).

2.  The applicant states, in effect, that he has not received the Army Good
Conduct Medal (1st Award) for the period 22 July 1987 through 21 July 1990.


3.  The applicant provides a DD Form 214 (Certificate of Release or
Discharge from Active Duty) with the period ending 1 April 1987; a DD Form
214 with the period ending 31 March 1992; a DD Form 214 with the period
ending 27 August 2004; and a DA Form 2-1 (Enlisted Qualification Record).

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Air Force on 20 April 1983 and
was honorably released from active duty on 1 April 1987.  After a short
break in service he enlisted in the Regular Army on 22 July 1987 and was
honorably released from active duty on 31 March 1992 after completing 4
years, 8 months, and 9 days of creditable active service with no lost time
in the grade of Sergeant/E-5.

2.  On 1 April 1992, the applicant transferred to the U.S. Army Reserve
(USAR).  On 29 December 1992, he enlisted in the Tennessee Army National
Guard and was honorably released on 14 November 1993.  On 15 November 1993,
the applicant was transferred to the USAR Control Group (Reinforcement)
were he currently serves.

3.  Item 20 (Decorations, Medals, Badges, Citations and Campaign Ribbons
Awarded or Authorized) of the applicant's DD Form 214 for the period ending

27 August 2004 does not show he was awarded the Army Good Conduct Medal
(1st Award).

4.  There is no evidence the applicant received the Army Good Conduct Medal
(1st Award).  There also is no evidence the applicant was disqualified by
his chain of command from receiving the Army Good Conduct Medal (1st
Award).  His records do not contain any adverse information.

5.  Army Regulation 600-8-22 (Military Awards) provides that the Army Good
Conduct Medal is awarded to individuals who distinguish themselves by their
conduct, efficiency and fidelity during a qualifying period of active duty
enlisted service.  This period is 3 years except in those cases when the
period for the first award ends with the termination of a period of Federal
military service.  Although there is no automatic entitlement to the Good
Conduct Medal, disqualification must be justified.

DISCUSSION AND CONCLUSIONS:

It is noted that the applicant was promoted to E-5 and served honorably for
more than 4 years service without lost time.  Therefore, the Board
concludes he met the eligibility criteria for the first award of the Army
Good Conduct Medal based on completion of qualifying service from 22 July
1987 to 21 July 1990.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending his DD Form 214 with the period ending 27 August 2004 in item 13
by adding the Army Good Conduct Medal (1st Award).
