      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 11 (Primary Specialty) on his
DD Form 214 (Certificate of Release or Discharge from Active Duty) to show
he served as a helicopter repairman for 6 years.

2.  The applicant states that his primary specialty on his DD Form 214
shows
"0 YRS 0 MOS" as a helicopter repairman, but it should show 6 years.

3.  The applicant provides a copy of his DD Form 214 and a copy of his
Enlisted Record Brief.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Regular Army on 8 April 1999 for a period
of 6 years.  He completed basic training and advanced individual training
(AIT).  Upon completion of AIT, he was awarded military occupational
specialty (MOS) 67S (OH-58D Helicopter Repairman).

2.  Commander, U.S. Army Human Resources Command's Enlisted MOS Conversion
Chart shows MOS 67S converted to MOS 15S effective 1 September 2004.

3.  The applicant's Enlisted Record Brief shows his primary MOS as 15S.

4.  The applicant was honorably released from active duty on 7 April 2005.
He completed 6 years of active military service.

5.  Item 11 on his DD Form 214 shows the entry "15S1O 00 OH-58D HELICOPTER
REP – 0 YRS – 0 MOS//NOTHING FOLLOWS."

6.  Army Regulation 635-5 (Separation Documents) governs the preparation of
the DD Form 214.  It states that the DD Form 214 is a synopsis of the
Soldier's most recent period of continuous active duty.  It provides a
brief, clear-cut record of active Army service at the time of release from
active duty, retirement or discharge.  In pertinent part, it directs that
the titles of all MOS or area of concentration (AOC) served for at least
one year and the number of years and months served will be entered in item
11.  For time determination, 16 days or more count as a month.  Basic
training and AIT is not counted.

7.  Department of the Army Pamphlet 351-4 (U.S. Army Formal Schools
Catalog) shows that 67S was a 10-week, 4 day long course.

DISCUSSION AND CONCLUSIONS:

1.  The applicant enlisted on 8 April 1999 and completed AIT in MOS 67S as
a helicopter repairman.  It appears the applicant served in MOS 67S until
it was converted to MOS 15S in September 2004.

2.  It also appears the applicant continued to serve in MOS 15S until he
was released from active duty on 7 April 2005.  However, his DD Form 214
does not reflect the period of time he served as a helicopter repairman.

3.  Army Regulation 635-5 precludes the applicant's time in basic training
(2 months) and AIT (10 weeks and 4 days) to be counted towards
determination of years and months served in his primary MOS.  Therefore, it
would be appropriate to amend item 11 on his DD Form 214 to show he served
in MOS 15S for 5 years and 7 months.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by amending item 11 on his DD Form 214 to show the
entry "15S1O 00 OH-58D HELICOPTER REP – 5 YRS – 7 MOS."

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
showing he served as a helicopter repairman for six years.
