      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, his separation document (DD Form
214) be amended to show award of the Global War on Terrorism Expeditionary
Medal (GWOTEM), Global War on Terrorism Service Medal (GWOTSM), and Army
Achievement Medal (AAM).

2.  The applicant states, in effect, that he would like his DD Form 214
amended to include his award of the GWOTEM, GWOTSM, and AAM.  He states
that block #18 (Remarks) of his DD Form 214 reads "Service in Afghanistan
From
030529-030929", which authorizes him the GWOTEM and GWOTSM.  He also states
that at the time of his discharge, he did not have supporting documents
showing he was awarded the AAM; therefore, it was not annotated on his
DD Form 214.  He further states that his Personnel Qualification Record
(DA Form 2-1) indicates he was awarded the AAM and therefore, he would now
like this award added to his  DD Form 214.

3.  The applicant provides the following documents in support of his
application:  Separation Document (DD Form 214); Headquarters, Military
Department,
State of Washington, Office of The Adjutant General Orders Number (#) 357-
054; Headquarters, Military Department, State of Washington, Office of The
Adjutant General Orders # 342-074; Headquarters, 3rd Special Forces Group
Orders # 3DSFG 05-041 with roster; Combined Joint Special Operations Task
Force Afghanistan Memorandum for Record; and DA Form 2-1, Page 1.

CONSIDERATION OF EVIDENCE:

1.  The applicant’s record shows while serving as a member of the Army
National Guard (ARNG), he was ordered to active duty on 20 December 2001.
He served in military occupational specialty (MOS) 18C (Special Forces
Engineer Sergeant).

2.  Headquarters, Military Department, State of Washington, Office of The
Adjutant General Permanent Orders # 357-054, dated 23 December 2001,
directed the applicant’s temporary change of station (TCS) to Fort Bragg,
North Carolina, in support of Operation Enduring Freedom, with a reporting
date of
2 January 2002.

3.  Headquarters, 3rd Special Forces Group, Fort Bragg, North Carolina
Permanent Orders # 3DSFG 05-041, dated 20 May 2003, directed the
applicant’s deployment to Afghanistan in support of Operation Enduring
Freedom on or about 29 May 2003.  A roster of unit members who moved on
this deployment with the unit, which included the applicant, was included
with the orders.

4.  The applicant’s Personnel Qualification Record (DA Form 2-1) indicates,
in Item 9 (Awards, Decorations & Campaigns), that he earned the following
awards during his active duty tenure:  Army Service Ribbon (ASR); Army
Achievement Medal (AAM); Air Assault Badge; Army Reserve Component
Achievement Medal; Parachute Badge; and Noncommissioned Officer
Professional Development Ribbon.

5.  The applicant’s Military Personnel Records Jacket (MPRJ) contains no
orders, or other documents indicating the applicant was ever recommended
for, or awarded the AAM by proper authority.

6.  On 19 December 2003, the applicant was honorably discharged from the
Army after completing a total of 2 years of active military service.  The
separation document (DD Form 214) he was issued confirms he served in
Afghanistan from 29 May 2003 through 29 September 2003.

7.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons
Awarded or Authorized) of the applicant’s DD Form 214 contains the
following list of awards he earned during his active duty tenure:  Joint
Service Commendation Medal; Army Reserve Components Achievement Medal;
National Defense Service Medal; Armed Forces Reserve Medal and
Mobilization; Noncommissioned Officer's Professional Development Ribbon
with Numeral 2; Army Service Ribbon; Parachutist Badge; Air Assault Badge;
and Special Forces Tab.

8.  HRC Message, dated 17 March 2004, contained implementing instructions
for award of the GWOTEM for Soldiers deployed abroad for service in Global
War on Terrorism (GWOT) operations on or after 11 September 2001.  To be
eligible, a Soldier must be mobilized with or assigned or attached to a
unit participating in designated operations for 30 consecutive days or for
60 nonconsecutive days in designated areas of eligibility (AOEs).
Afghanistan was a designated AOE.

9.  HRC Message, dated 17 March 2004, contained the implementing
instructions for award of the GWOTSM.  This award is designated for
Soldiers who have participated in or served in support of GWOT operations
outside of a GWOTEM designated AOE on or 11 September 2001.  All Soldiers
on active duty, including Reserve Component Soldiers mobilized or National
Guard Soldiers activated, on or after 11 September 2001 who served 30
consecutive days or 60 nonconsecutive days are authorized this award.
Soldiers may receive both the GWOTSM and GWOTEM if they meet the
requirements of both awards; however, the same period of service
establishing one cannot be used to justify service eligibility for the
other.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record confirms that while serving as a member of the
ARNG, the applicant entered active duty, in support of Operation Enduring
Freedom, on 20 December 2001.  It further shows he served outside of a
GWOTEM AOE from the date of his mobilization, which was 2 January 2002,
through the date of his arrival in Afghanistan, which was 29 May 2003.  As
a result, he is entitled to the GWOTSM and this award should be added to
his record at this time.

2.  The record also confirms that the applicant served in Afghanistan, a
designated GWOTEM AOE, from 29 May 2003 through 29 September 2003.
Therefore, he is also entitled to the GWOTEM, and it would also be
appropriate to add this award to his record at this time.

3.  The applicant's DA Form 2-1 Item 9 (Awards, Decorations & Campaigns)
contains an entry showing award of the AAM.  However, his MPRJ is void of
any orders, or an award recommendation indicating that he was ever
recommended for, or awarded the AAM by proper authority.  Further, the
applicant failed to provide any documentary evidence verifying that he
received this award during his active duty tenure.  Therefore, there is
insufficient evidence to support adding this award to his DD Form 214 at
this time.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for relief.  As a result, the Board recommends
that all Department of the Army records of the individual concerned be
corrected by showing that he is entitled to the Global War on Terrorism
Expeditionary Medal, and Global War on Terrorism Service Medal; and by
providing him a correction to his separation document that includes these
awards.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
award of the Army Achievement Medal.
