                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 15 November 2005
      DOCKET NUMBER: AR20050004130

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Mr. Joseph A. Adriance | |Analyst |

The following members, a quorum, were present:

| |Mr. Stanley Kelley | |Chairperson |
| |Mr. John T. Meixell | |Member |
| |Mr. Robert L. Duecaster | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests, in effect, a correction to a Bronze Star Medal
(BSM) certificate issued on 15 January 2004.

2. The applicant states, in effect, that the BSM certificate signed on 15
January 2004 incorrectly lists his branch as the Medical Corps (MC). He
claims that only medical doctors served in the MC and that he was an
officer in the Medical Administrative Corps (MAC). He states that he is
not now, nor has he ever been a doctor and he was never a member of the MC.
He asks that the BSM certificate in question be corrected accordingly.

3. The applicant provides the BSM certificate in question in support of
his application.

CONSIDERATION OF EVIDENCE:

1. The applicant’s record shows he was honorably released from active duty
for the purpose of retirement on 31 August 1974. At the time, he held the
rank of lieutenant colonel (LTC) and was serving in the primary specialty
83012 (Hospital Administrator).

2. The applicant’s record includes a separation document (WD AGO Form 53-
98) documenting the applicant’s active duty service from 15 March 1945
through 13 November 1946. This document confirms he held the rank of first
lieutenant on the date of his separation. It also shows he was a member of
the MAC and served in the specialty 3506 (Medical Assistant), and that he
attended and completed the MAC Officer Candidate School (OCS).

3. Item 29 (Decorations and Citations) of the applicant’s WD AGO Form 53-
98 shows he earned the following awards during his World War II service:
American Theater Ribbon; European-African-Middle Eastern Theater Ribbon;
Asiatic-Pacific Theater Ribbon with 2 bronze service stars; Philippine
Liberation Ribbon with 1 bronze service star; Army Commendation Ribbon;
Army of Occupation Ribbon with Japan Clasp; World War II Victory Medal; and
4 Overseas Service Bars.

4. The applicant provides a BSM certificate he was issued on 15 January
2004. This certificate contains the following entry with his name “(THEN
FIRST LIEUTENANT, MEDICAL CORPS, ARMY OF THE UNITED STATES)”. He received
the BSM for his meritorious achievement while serving with the Medical
Detachment, 34th Infantry Regiment, 24th Infantry Division, in the Asiatic-
Pacific Theater of Operations from 15 March 1945 through 2 September 1945.

DISCUSSION AND CONCLUSIONS:

The applicant’s contention that the BSM certificate entry related to his
branch of service is incorrect was carefully considered and found to have
merit. The evidence of record confirms the applicant was a first
lieutenant in the MAC during his World War II service, as confirmed by the
information contained on his separation document for this period of his
active duty service. Therefore, it would be appropriate to replace the
certificate entry in question with the following entry: “(THEN FIRST
LIEUTENANT, MEDICAL ADMINISTRATIVE CORPS,
ARMY OF THE UNITED STATES)”.

BOARD VOTE:

________ ________ ________ GRANT FULL RELIEF

________ ________ ________ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

___SK __ ___JTM _ ___RLD_ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
amending the Bronze Star Medal certificate entry in question by deleting
the current entry and replacing it with the entry “(THEN FIRST LIEUTENANT,
MEDICAL ADMINISTRATIVE CORPS, ARMY OF THE UNITED STATES)”; and by issuing
him a corrected Bronze Star Medal certificate.
