      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that his 1992 separation document be
corrected to reflect entitlement to an arrowhead on his Armed Forces
Expeditionary Medal, which he refers to as his Expeditionary War Medal,
denoting participation in a combat parachute jump during Operation Just
Cause in Panama.

2.  The applicant states his separation document had a bronze star device
on his Armed Forces Expeditionary Medal instead of a arrowhead device for
the combat jump during Operation Just Cause in Panama in 1989.

3.  The applicant provides no evidence in support of his request.

CONSIDERATION OF EVIDENCE:

1.  Records available to the Board indicate the applicant entered active
duty as an enlisted Soldier in August 1988 and was trained as an
infantryman.  His records confirm that he was awarded the Parachutist Badge
following successful completion of airborne training and as a result of a
combat parachute jump on
20 December 1989 in Panama as part of Operation Just Cause, he was
authorized a bronze service star for wear on the Parachutist Badge.  Orders
confirming his entitlement to the bronze service star on his Parachutist
Badge were published at Fort Bragg, North Carolina in February 1990.  The
applicant was assigned to Company C, 1st Battalion, 504th Parachute
Infantry Regiment (PIR) at the time of the combat parachute jump.

2.  The applicant's 1992 separation document shows that he was awarded an
Armed Forces Expeditionary Medal on three separate occasions.  The basis
for those awards, other than the one for his participation in Operation
Just Cause, cannot be determined.  His additional awards of the Armed
Forces Expeditionary Medal are noted by two bronze service stars which are
recorded with the award on his separation document.

3.  Army Regulation 600-8-22 states that a bronze service star is
authorized to be worn on the Parachutist Badge to denote a Soldier's
participation in a combat parachute jump.  Orders are required to confirm
the award.

4.  Army Regulation 600-8-22 also states that an arrowhead denotes
participation in a combat parachute jump, helicopter assault landing,
combat glider landing, or amphibious assault landing, while assigned or
attached as a member of an organized force carrying out an assigned
tactical mission.  The device is worn on the service and suspension ribbons
of the Armed Forces Expeditionary Medal.  A listing of decorations awarded
since the Cold War, maintained by the Army's Military Awards Branch,
confirms that the applicant's unit (1st Battalion, 504th PIR) was granted
assault credit on 20 December 1989.  Orders issued by Department of the
Army in November 1992 confirmed the assault credit entitlement.

5.  The applicant was released from active duty on 21 January 1992 under an
early transition program.  He went on to serve several more years as a
member of the United States Army Reserve and Army National Guard and
indicated in his request to the Board that he was currently on Active Duty
with the United States Air Force.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's belief that the bronze service stars on his Armed
Forces Expeditionary Medal are invalid and should be replaced with an
arrowhead is not entirely accurate.  The bronze service stars denote
additional awards of the Armed Forces Expeditionary Medal.  While the basis
for those additional awards of the Armed Forces Expeditionary Medal is not
clearly evident in the records available to the Board, there is no reason
to doubt the applicant's entitlement to those decorations.

2.  However, the evidence does confirm that the applicant participated in a
combat parachute jump on 20 December 1989 as part of Operation Just Cause
and as such, is entitled to an arrowhead on his Armed Forces Expeditionary
Medal.  His records should be corrected accordingly.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief.  As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing he is entitled to an arrowhead on his Armed Forces Expeditionary
Medal denoting participation in a combat parachute jump.
