                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 20 DECEMBER 2005
      DOCKET NUMBER: AR20050003323

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Ms. Deborah L. Brantley | |Senior Analyst |

The following members, a quorum, were present:

| |Mr. James Hise | |Chairperson |
| |Mr. Ronald Blakely | |Member |
| |Ms. Jeanette McCants | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests his records be corrected to reflect award of the
Purple Heart.

2. The applicant states he received the Purple Heart but it is not
reflected on his separation document.

3. The applicant provides no evidence in support of his request.

CONSIDERATION OF EVIDENCE:

1. Records available to the Board indicate the applicant served on active
duty between November 1949 and January 1953. He was assigned to the 35th
Infantry Regiment in Korea between July 1950 and May 1951.

2. According to medical documents contained in his file, he was wounded as
a result of an enemy grenade on 17 September 1950 near Haman, Korea. He
sustained multiple fragment wounds to his thighs and right calf. According
to one medical document he was awarded the Purple Heart on 23 September
1950 by General Order 179 published at the Osaka Army Hospital in Japan.
The award, however, is not recorded on his separation document and item 29
(wounds received as a result of hostile action) incorrectly reflects
"NONE."

3. Army Regulation 672-5-1 (Military Awards) provides that the National
Defense Service Medal is awarded for honorable active service for any
period between 27 July 1950 through 27 July 1954.

4. A review of Department of the Army Pamphlet 672-1 (Unit Citation and
Campaign Participation Credit Register) notes the applicant’s unit was
awarded the Republic of Korea Presidential Unit Citation during his tenure
with the organization.

5. As a matter of information, on the occasion of the 50th anniversary of
the Korean War, the Government of the Republic of Korea issued the Korean
War Service Medal to pay tribute to eligible Korean War veterans for their
historic endeavors to preserve the freedom of the Republic of Korea and the
free world. On 20 August 1999, the Department of Defense approved
acceptance and wear

of this foreign award to eligible United States veterans of the Korean War,
or their surviving next of kin. The medal is provided at no cost to the
veterans. The Department of Defense has assigned responsibility to the
Department of the Air Force for distribution of the Korean War Service
Medal to eligible veterans or their surviving next of kin. To apply,
veterans must provide a copy of their discharge paper (Department of
Defense Form 214) to the Awards and Decorations Section, Headquarters, Air
Force Personnel Center, 550 C Street West, Suite 12, Randolph Air Force
Base, Texas 78150-4714. A sample request form is being provided to the
applicant. Once the Department of the Air Force has authorized the Korean
War Service Medal, the applicant may apply to the Army Board for Correction
of Military Records to add this foreign award to his separation document.

DISCUSSION AND CONCLUSIONS:

1. The evidence confirms the applicant was wounded in action on 17
September 1950 in Korea and that he was awarded the Purple Heart. That
information should be added to his separation document.

2. The evidence also confirms he is entitled to the National Defense
Service Medal and a Republic of Korea Presidential Unit Citation. His
records should be corrected accordingly.

BOARD VOTE:

__JH____ __RB ___ __JM ___ GRANT FULL RELIEF

________ ________ ________ GRANT PARTIAL RELIEF

________ ________ ________ GRANT FORMAL HEARING

________ ________ ________ DENY APPLICATION

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected:

      a.  by showing he was awarded the Purple Heart;

      b. by deleting the "NONE" entry in item 29 on his separation document
and replacing it with the entry "Korea, 17 September 1950;" and

      c. by showing that he is entitled to the National Defense Service
Medal and a Republic of Korea Presidential Unit Citation.
