The Board considered the following evidence:
Exhibit A - Application for correction of military records.

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests two awards of the Army Good Conduct Medal.
2. In effect, the applicant states that his entitlement to the awards was
overlooked.
3. The applicant provides a copy of his 17 June 2002 DD Form 214
(Certificate of Release or Discharge from Active Duty).
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Army for 3 years on 7 February 1996,
trained as a petroleum supply specialist, and in July 1996 was assigned to
the 1st Battalion, 26th Infantry, in Germany. The applicant spent the next
two years alternating assignments between Germany, Bosnia, and Macedonia.
On 19 May 1997 the applicant requested extension of his enlistment. His
company commander approved his request and on 3 July 1997 he extended his
enlistment for 6 months.
2. The applicant was promoted to specialist, pay grade E-4, on 1 May 1998.
3. On 19 May 1998 the applicant was awarded the Army Achievement Medal for
his exceptional performance of duty from 10 April 1998 to 8 May1998. That
award is not shown on his DD Form 214.
4. On 9 November 1998 the applicant requested reenlistment in the Army.
His company commander approved his request. The applicant reenlisted in
the Army for 3 years on 18 June 1999 with entitlement to a selective
reenlistment bonus.
5. The applicant returned to the United States and was reassigned to Fort
Lee, Virginia in August 1998. In December 1998 he transferred to Fort
Eustis where he was released from active duty with an honorable
characterization of service on 17 June 2002, and transferred to the Army
Reserve. He had 6 years, 4 months, and 11 days of service, to
include almost 2 years of foreign service.
6. The applicant’s 1 May 2002 enlisted record brief shows that he was
awarded the Army Commendation Medal and three awards of the Army
Achievement Medal; however, only the one award of the Army Achievement
Medal is reflected in his OMPF.
7. On 8 May 2003 the applicant was awarded the Bronze Star Medal for
exceptionally meritorious service in support of Operation Iraqi Freedom for
the period 19 March 2003 to 1 July 2003. On 17 October 2003, Headquarters,
99th Regional Readiness Command published orders promoting him to
sergeant effective on 13 September 2003. The applicant reenlisted in the
Army Reserve for three years in 2004.
8. The applicant’s Official Military Personnel File contains no derogatory
information.
9. Army Regulation 600-8-22 provides that the Good Conduct Medal is
awarded to individuals who distinguish themselves by their conduct,
efficiency and fidelity during a qualifying period of active duty enlisted
service. This period is 3 years except in those cases when the period for
the first award ends with the termination of a period of Federal military
service. Although there is no automatic entitlement to the Good Conduct
Medal, disqualification must be justified.
10. Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the Global War on
Terrorism Service Medal. This award is designated for Soldiers who have
participated in or served in support of Global War on Terrorism Operations
outside of the designated area of eligibility determined for award of the
Global War on Terrorism Expeditionary Medal on or after 11 September 2001
to a date to be determined. All Soldiers on active duty, including Reserve
Component Soldiers mobilized or National Guard Soldiers activated, on or
after 11 September 2001 to a date to be determined having served 30
consecutive days or 60 nonconsecutive days are authorized this award.
DISCUSSION AND CONCLUSIONS:
1. On 19 May 1997 the applicant’s company commander approved his request
to extend his enlistment. On 9 November 1998 his company commander
approved his request to reenlist with entitlement to a reenlistment bonus.
He was promoted to pay grade E-4, served in Bosnia and Macedonia, and in
addition to award of the Army Achievement Medal, was awarded the Armed
Forces Service Medal, NATO Medal, and United Nations Medal.
2. The applicant’s record contains no derogatory information, and there is
no evidence contained in his record showing that he was disqualified for
award of the Army Good Conduct Medal. In view of his commanders’
recommendations regarding his extension and his reenlistment with a bonus,
it would appear that the applicant was considered to have provided honest
and faithful service. This manifestation is further buttressed by the
awards as reflected on his enlisted record brief. Consequently, it seems
that the applicant was overlooked for award of the Army Good Conduct Medal
during his six plus years of service.
3. Therefore, as a matter of equity and in all fairness to the applicant,
his record should be corrected to show award of the Army Good Conduct Medal
– the first award for the period 7 February 1996 through 6 February 1999,
and the second award of the Army Good Conduct Medal for the period 7
February 1999 through 6 February 2002.
4. The applicant met the criteria for award of the Global War on Terrorism
Service Medal. He is entitled to that award.
5. The applicant was awarded the Army Achievement Medal. That award
should be reflected on his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing two awards of the Army Good Conduct Medal, award of the Global War
on Terrorism Service Medal, and award of the Army Achievement Medal.
