      I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.  A quorum was present during the
further consideration and deliberation.  The findings appearing in
proceedings dated 19 August 2004 were affirmed.  The following additional
findings, conclusions, and recommendations were adopted by the Board.

      The Board convened at the call of the Director on the above date to
reconsider the conclusions and recommendation appearing in proceedings
dated 19 August 2004.

      The Board considered the following additional evidence:

CONSIDERATION OF ADDITIONAL EVIDENCE:

10.  On 29 December 2004, new information was received from the applicant
in regards to the decision of the Army Board for Correction of Military
Records (ABCMR) in Docket Number AR2003095191, dated 19 August 2004.

11.  The evidence submitted consists of a:

      a.  Memorandum from the applicant, dated 22 December 2004, requesting
that he be reimbursed an additional $600.00 in interest payments that he
made on his loan between July 2003 and July 2004, while his case was
initially under review.

      b.  Account Activity Report, dated 7 July 2004, from the United
Student Aid Fund, Indianapolis, Indiana shows the applicant made $50.00
monthly payments on his loan in the total amount of $600.00 between 22 July
2003 and 6 July 2004.


ADDITIONAL DISCUSSION AND CONCLUSIONS:

7.  At the time of the decision of the ABCMR in Docket Number AR2003095191,
dated 19 August 2004, it was the intent of the ABCMR to make the
applicant’s record as administratively correct as it should properly have
been at the time.

8.  The ABCMR has already recognized the inequity and injustice of the
applicant's situation by authorizing repayment of his non-qualifying
student loans under the Loan Repayment Program (LRP) and reimbursement of
payments and interest/fees made by him on the loans between July 2002 and
June 2003.

9.  The ABCMR's decision in Docket Number AR2003095191, dated 19 August
2004, was made without information concerning interest/fees that would
become due and be paid while the applicant's case was under review.  The
ABCMR's original decision should be corrected to reflect reimbursement to
the applicant of the additional $600.00 in interest/fees that he paid on
his loan between July 2003 and July 2004.

10.  Reimbursement of the additional $600.00 in interest/fees paid by the
applicant between July 2003 and July 2004 constitutes final action in this
matter; no other requests for reimbursement will be entertained.

5.  The Board determined that the evidence presented was sufficient to
warrant amendment of the decision of the Army Board for Correction of
Military Records set forth in Docket Number AR2003095191, dated 19 August
2004, to show the individual concerned is eligible for reimbursement of
interest/fees in the amount of $600.00 paid on his loan between July 2003
and July 2004.
