The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his report of separation (DD Form 214) be
corrected to reflect his service in Afghanistan and Iraq.
2. The applicant states that the two periods of service he spent in
Afghanistan and Iraq are not reflected on his DD Form 214.
3. The applicant provides a copy of his DD Form 214 and a copy of his
Service Member Deployment History Outprocessing Verification dated 24 May
2004.
CONSIDERATION OF EVIDENCE:
1. He enlisted in Miami, Florida, on 12 July 2000 for a period of 4 years
and training as a medical specialist. He completed his basic combat
training at Fort Jackson, South Carolina, his advanced individual training
at Fort Sam Houston, Texas, and his airborne training at Fort Benning,
Georgia.
2. Upon completion of his airborne training, he was transferred to Fort
Bragg, North Carolina, where he was assigned as a medical specialist to
Headquarters and Headquarters Company, 3rd Brigade, 505th Parachute
Infantry Regiment.
3. On 24 June 2002, he was deployed to Afghanistan with his unit in
support of Operation Enduring Freedom. He was awarded the Combat Medical
Badge (CMB) on 20 November 2002 and departed Afghanistan on 16 December
2002, for return to Fort Bragg with his unit.
4. On 5 August 2003, he again deployed with his unit to Iraq in support of
Operation Iraqi Freedom. He was advanced to the pay grade of E-4 on
1 September 2003 and departed Iraq for return to Fort Bragg on 10 April
2004.
5. On 11 July 2004, he was honorably released from active duty (REFRAD)
due to the expiration of his term of service (ETS). He had served 4 years
of total active service and the DD Form 214 issued at the time of his
REFRAD shows that he was awarded the Good Conduct Medal, the National
Defense Service Medal, the Global War on Terroism Service Medal, the Army
Service Ribbon, the CMB, the Parachutist Badge and the Expert marksmanship
badge with rifle bar. His DD Form 214 contains no indication of his
performing any foreign service or service in support of operations in
Afghanistan or Iraq.
6. Military Awards Branch Message [dated 8 April 2005] provided the
following implementing instructions for award of the Iraq Campaign Medal.
Award of the Iraq Campaign Medal is authorized for service in direct
support of Operation Iraqi Freedom on or after 19 March 2003 to a future
date to be determined by the Secretary of Defense or the cessation of the
operation. The area of eligibility encompasses all land area of the
country of Iraq and the contiguous sea area out to 12 nautical miles and
the air space above these areas. To qualify for award of this campaign
medal, service members must have been assigned or attached to or mobilized
with units operating in these areas of eligibility for 30 consecutive days
or for 60 non-consecutive days or meet one of the following criteria: a)
be engaged in combat during an armed engagement, regardless of the time in
the area of eligibility; b) be medically evacuated from the area of
eligibility for wounds or injuries resulting from participation in an
operation or official duties; or c) participates as a regularly assigned
air crewmember flying sorties into, out of, within or over the area of
eligibility in direct support of the military operations [each day of
operations counts as one day of eligibility]. This campaign medal may be
awarded posthumously.
7. Military Awards Branch Message [dated 8 April 2005] provided the
following implementing instructions for award of the Afghanistan Campaign
Medal. Award of the Afghanistan Campaign Medal is authorized for service
in direct support of Operation Enduring Freedom on or after 24 October 2001
to a future date to be determined by the Secretary of Defense or the
cessation of the operation. The area of eligibility includes all land
areas and air spaces of the country of Afghanistan. To qualify for award
of this campaign medal, service members must have been assigned or attached
to or mobilized with units operating in these areas of eligibility for
30 consecutive days or for 60 non-consecutive days or meet one of the
following criteria: a) be engaged in combat during an armed engagement,
regardless of the time in the area of eligibility; b) is medically
evacuated from the area of eligibility for wounds or injuries resulting
from participation in an operation or official duties; or c) participates
as a regularly assigned air crewmember flying sorties into, out of, within
or over the area of eligibility in direct support of the military
operations [each day of operations counts as one day of eligibility]. This
campaign medal may be awarded posthumously.
8. Only one award of the Afghanistan Campaign Medal may be authorized for
any individual. Service stars are not prescribed for wear with this medal;
however, the Afghanistan Campaign Medal may be awarded with the bronze
arrowhead device to eligible Soldiers. Effective 30 April 2005, the Global
War on Terrorism Expeditionary Medal (GWOTEM) is no longer authorized to be
awarded for service in Afghanistan; however, service members who qualified
for the GWOTEM by reason of service between 24 October 2001 and 30 April
2005 in an area for which the Afghanistan Campaign Medal was subsequently
authorized shall remain qualified for the GWOTEM. Upon application, any
such service member may be awarded the Afghanistan Campaign Medal in lieu
of the GWOTEM for such service; however, no service member shall be
entitled to award of the Afghanistan Campaign Medal and the GWOTEM for the
same act, achievement or period of service.
DISCUSSION AND CONCLUSIONS:
1. The applicant’s contention that his service in Afghanistan and Iraq are
not reflected on his DD Form 214 has merit. He served in Afghanistan for 5
months and 23 days in support of Operation Enduring Freedom from 24 June
2002 to 16 December 2002 and in Iraq for 8 months and 5 days in support of
Operation Iraqi Freedom during the period of 5 August 2003 to 10 April
2004.
2. Accordingly, his DD Form 214 should be corrected to reflect in item
12f. that he served 1 year, 1 month and 29 days of foreign service and the
periods he served in support of Operations Enduring Freedom and Iraqi
Freedom should be reflected in the Remarks Section (item 18) of that form.
3. Additionally, the applicant is entitled to be awarded the Iraq Campaign
Medal for his service in Iraq and the Afghanistan Campaign Medal for his
service in Afghanistan.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
awarding him the Iraq Campaign Medal, the Afghanistan Campaign Medal and by
showing that in item 12f of his DD Form 214 that he served 1 year, 1 month
and 29 days of foreign service and in item 18 (Remarks) that he served from
24 June to 16 December 2002 in support of Operation Enduring Freedom and
from 5 August 2003 to 10 April 2004 in support of Operation Iraqi Freedom.
