The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that the WD AGO Form 53-55 (Enlisted
Record and Report of Separation) pertaining to her deceased father, a
former service member (FSM), be corrected to add the Combat Infantryman
Badge (CIB) and the Bronze Star Medal (BSM). She also requests that she,
on behalf of the FSM's family, be issued the Purple Heart, CIB, and BSM.
2. The applicant states, in effect, that the FSM did not receive his
Purple Heart or CIB.
3. The applicant provides extracts from the FSM's service medical records
and CIB orders.
CONSIDERATION OF EVIDENCE:
1. The FSM enlisted in the Regular Army on 9 October 1940. He arrived in
the European-African-Middle Eastern Theater of Operations on 16 January
1945.
2. On 20 February 1945, the FSM was wounded in action. He departed the
theater of operations on 9 April 1945. He separated by reason of
disability on 9 August 1945.
3. The FSM's WD AGO 55-53 shows he was awarded the European-African-Middle
Eastern Theater Campaign Ribbon with 2 bronze service stars, the American
Defense Service Medal with clasp, the American Theater Campaign Ribbon, and
the Purple Heart.
4. The FSM was awarded the CIB on Headquarters, 318th Infantry Regiment
General Order Number 119 dated 18 October 1945.
5. The FSM died on 29 October 2002.
6. Army Regulation 600-8-22 (Military Awards) provides for the award of
the BSM to any person who distinguished himself or herself by heroic or
meritorious achievement or service, not involving participation in aerial
flight, in connection with military operations against an armed enemy. It
also provides for award of the BSM to members of the armed forces who,
after 6 December 1941 and prior to 3 September 1945, have been cited in
orders or in a formal certificate for meritorious or exemplary conduct in
ground combat against the armed enemy. A citation in orders for the Combat
Infantryman Badge or Medical Badge awarded in the field during the period
of actual combat against the armed enemy is considered as a citation for
exemplary conduct in ground combat.
7. Army Regulation 600-8-22 provides for award of the World War II Victory
Medal. It is awarded for service between 7 December 1941 and 31 December
1946, both dates inclusive.
DISCUSSION AND CONCLUSIONS:
1. The evidence of record shows the FSM was awarded the CIB after he
separated. Based upon his award of the CIB, he is also eligible for award
of the BSM. These two awards should be added to his WD AGO Form 53-55.
2. The FSM was wounded in action and the Purple Heart is listed on his WD
AGO Form 53-55.
3. The FSM also met the eligibility requirements for award of the World
War II Victory Medal.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by:
a. amending his WD AGO Form 53-55 to add the Combat Infantryman
Badge, the Bronze Star Medal, and the World War II Victory Medal; and
b. issuing to the applicant the Purple Heart, the Combat Infantryman
Badge, the Bronze Star Medal, and the World War II Victory Medal.
