The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD Form 214 (Armed Forces of the United
States Report of Transfer or Discharge) be further amended, in the Remarks
section, to show he was released from active duty for training on 4
September 1963, then served on active duty until 26 October 1963, and then
was returned to State control.
2. The applicant states that, per his original request, his DD Form 214
was amended to show he completed the Personnel Administrative Specialist
Course on 4 September 1963. However, he continued to serve on active duty,
not in a training status, until 26 October 1963. If the requested
correction is not made the Department of Veterans Affairs might determine
that he is ineligible for medical benefits.
3. The applicant provides his DD Form 214; DD Form 215 (Correction to DD
Form 214, Certificate of Release or Discharge from Active Duty); and his
original Board case (docket number AR2002078483 dated on 23 January 2003).
CONSIDERATION OF EVIDENCE:
1. The applicant's military personnel records were not available to the
Board. Information contained herein was obtained from reconstructed
records.
2. The applicant was a member of the Army National Guard when he was
ordered to active duty on 27 April 1963 for the purpose of undergoing basic
and advanced individual training. He completed the Personnel
Administrative Specialist Course on 4 September 1963.
3. The applicant's available records contained a letter of appreciation
dated 25 October 1963. The letter was for the contribution he made,
as a personnel clerk, to the successful and efficient operation of the
Reserve Forces Separation Section.
4. The applicant was released from active duty on 26 October 1963. His
DD Form 214 did not show he completed the Personnel Administrative
Specialist Course. Item 32 (Remarks) of his DD Form 214 contained the
entry, "REF: ITEM 11a: REL FROM ACDUTRA AND RETURNED TO STATE CONTROL AS
A MEMBER OF NATIONAL GUARD OF ILLINOIS TO COMPLETE REMAINING SERVICE
OBLIGATION OF 5 YEARS AND 2 MONTHS."
5. Per the applicant's original request, his DD Form 214 was amended to
show he completed the Personnel Administrative Specialist Course from 27
June through 4 September 1963 at the U. S. Army Training Center Armor Fort
Knox, KY.
DISCUSSION AND CONCLUSIONS:
The available evidence of record shows the applicant completed training on
4 September 1963 and continued to serve on active duty, not in a
training status, until he separated on 26 October 1963. It would be
equitable to amend the Remarks section of his DD Form 214 to accurately
reflect his duty status from 5 September through 26 October 1963.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that the DD
Form 214 of the individual concerned be further corrected by:
a. deleting the entry, "REF: ITEM 11a: REL FROM ACDUTRA AND
RETURNED TO STATE CONTROL AS A MEMBER OF NATIONAL GUARD OF ILLINOIS TO
COMPLETE REMAINING SERVICE OBLIGATION OF 5 YEARS AND 2 MONTHS" from the
Remarks section; and
b. adding the entry, "REF: ITEM 11a: REL FROM ACDUTRA ON
4 SEPTEMBER 1963, SERVED ON ACTIVE DUTY FROM 5 SEPEMBER THROUGH 26
OCTOBER 1963, AND RETURNED TO STATE CONTROL AS A MEMBER OF NATIONAL GUARD
OF ILLINOIS TO COMPLETE REMAINING SERVICE OBLIGATION OF 5 YEARS AND 2
MONTHS."

The applicant contends, in effect, that his DD Form 214, with an effective date of 20 October 1969, should be corrected to show he was ordered to active duty rather than ordered to active duty for training. However, the evidence of record shows that this service is not accurately recorded on the applicant's DD Form 214, with an effective date of 20 October 1969.

A review of the applicant's records show that he served in Korea during the eligibility period for award of the Korea Defense Service Medal. Army Regulation 600-8-22 further states that the Korea Defense Service Medal is authorized for award to members of the Armed Forces of the United States who have served on active duty in support of the defense of the Republic of Korea.
