CONSIDERATION OF ADDITIONAL EVIDENCE:
Information received in regard to the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR2002080795, dated 15 May 2003, indicates that service information contained in the original memorandum of consideration was extracted from the separation document pertaining to another individual and not the applicant.
The applicant’s separation document indicates that he entered active duty on
17 March 1944, not 25 February, that he returned to the United States in April 1946, not February, and that he was released from active duty on 17 May 1946, not 13 March as reflected in the Board’s original memorandum of consideration.
The remaining information, used to determine whether the applicant had been wounded in action, was accurate and as such no other changes are required and the conclusion of the Board, that there was insufficient evidence on which to base an award of the Purple Heart, remains valid.
However, the applicant’s separation document does indicate the he had been awarded the Combat Infantryman Badge during World War II and as such is entitled to an award of the Bronze Star Medal as conversion award based on that decoration.
Army Regulation 600-8-22 also provides, in pertinent part, that the Bronze Star Medal is awarded for heroism and for meritorious achievement or service in military operations against an armed enemy. The Bronze Star Medal is authorized for each individual who was cited in orders or awarded a certificate for exemplary conduct in ground combat between 7 December 1941 and
2 September 1945 or whose such achievement or service, during that period, was confirmed by documents executed prior to 1 July 1947. An award of the Combat Infantryman Badge or the Combat Medical Badge is considered to be a citation in orders. This means, in effect, that the Bronze Star Medal is to be awarded to individuals who were authorized either badge for service during World War II

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that in spite of utilizing another individual’s separation document to determine when the applicant entered active duty, served overseas, and was discharged; there was still insufficient evidence on which to base an award of the Purple Heart. However, the applicant’s records can be administratively corrected to show entitlement to the Bronze Star Medal as a conversion award based on his World War II Combat Infantryman Badge, in addition to the Army of Occupation Medal with “Germany” clasp noted in the Board’s original proceedings.
