                            RECORD OF PROCEEDINGS

      IN THE CASE OF:

      BOARD DATE: 13 OCTOBER 2005
      DOCKET NUMBER: AR20040011687

I certify that hereinafter is recorded the true and complete record
of the proceedings of the Army Board for Correction of Military Records in
the case of the above-named individual.

| |Mr. Carl W. S. Chun | |Director |
| |Ms. Deborah L. Brantley | |Senior Analyst |

The following members, a quorum, were present:

| |Mr. Ted Kanamine | |Chairperson |
| |Mr. Patrick McGann | |Member |
| |Ms. Carol Kornhoff | |Member |

The Board considered the following evidence:

Exhibit A - Application for correction of military records.

Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1. The applicant requests award of the Purple Heart.

2. The applicant states that he was wounded by shrapnel in May 1968 in
Vietnam while assigned to the 101st Airborne Division. He had the medal,
but lost it when he moved.

3. The applicant provides no evidence.

CONSIDERATION OF EVIDENCE:

1. The applicant’s 28 May 1970 DD Form 214 (Report of Transfer or
Discharge) shows that he entered on active duty on 29 May 1967 and was
released from active duty with an honorable characterization of service
with 3 years of active service. His report of transfer shows that he
served in Vietnam from 22 December 1967 to 20 December
1968, and that he was awarded the National Defense Service Medal, Parachute
Badge, Vietnam Service Medal, Combat Infantryman Badge, and Bronze Star
Medal. That form does not show award of the Purple Heart.

2. Orders published by the 101st Airborne Division on 3 February 1969 show
that the applicant, assigned to Company D, 2nd Battalion (Airborne),
327th Infantry, was awarded the Air Medal for meritorious achievement
on 4 August 1968.

3. The applicant participated in five campaigns during his tour of duty in
Vietnam. The 2nd Battalion (Airborne), 327th Infantry was awarded the
Republic of Vietnam Gallantry Cross Unit Citation with Palm and the
Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation for
its actions during the period of time that the applicant was assigned to
that organization.

4. The applicant continued his military service, in the Army Reserve until
21 September 1970 when he reenlisted in the Regular Army. He
continued on active duty until his retirement with 20 years of active
service on 30 September 1987.

5. The applicant’s 30 September 1987 DD Form 214 does not show award of
the Air Medal, the above-mentioned Republic of Vietnam unit citations, or
the National Defense Service Medal. It shows award of the Vietnam Service
Medal, but in so doing does not credit him with participation in five
campaigns.

6. The Vietnam Casualty Roster shows that the applicant was wounded as a
result of hostile action on 9 May 1968.

7. Service (campaign) medals and service ribbons denote honorable
performance of military duty within specified limited dates in specified
geographical areas. Army Regulation 600-8-22, paragraph 6-7 provides for
service stars for wear on campaign and service ribbons to denote an
additional award, and states that service stars are authorized for wear on
the Vietnam Service Medal. A silver service star is worn instead of five
bronze service stars.

DISCUSSION AND CONCLUSIONS:

1. The applicant’s contention that he was wounded in action in May 1968 is
supported by the information contained in the Vietnam Casualty Roster. He
is entitled to award of the Purple Heart.

2. The applicant participated in five campaigns during his tour of duty in
Vietnam. His record should be corrected to show award of the Vietnam
Service Medal with one silver service star.

3. The applicant was awarded the Air Medal and the National Defense
Service Medal. Those awards should be reflected on his DD Form 214.

4. The applicant is entitled to award of the Republic of Vietnam Gallantry
Cross Unit Citation with Palm and the Republic of Vietnam Civil Actions
Honor Medal First Class Unit Citation.

BOARD VOTE:

BOARD DETERMINATION/RECOMMENDATION:

a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing award of the Purple Heart, the Vietnam Service Medal with one
silver service star, the Air Medal, the National Defense Service Medal, the
Republic of Vietnam Gallantry Cross Unit Citation with Palm, and the
Republic of Vietnam Civil Actions Honor Medal First Class Unit Citation.
