The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that he be awarded the Korea Defense Service
Medal (KDSM) and that it be added to his DD Form 214 (Armed Forces of the
United States Report of Transfer or Discharge).
2. The applicant states he needs this correction in order to join a
veterans organization.
3. The applicant provides a self-authored document listing his military
service, a copy of his DD Form 214, a picture of the KDSM, and special
orders issued by Headquarters, 51st Signal Battalion, APO (Army Post Office
) 358 (Camp Red Cloud, Uijeongbu, Republic of Korea (ROK)).
CONSIDERATION OF EVIDENCE:
1. The applicant’s military records are not available to the Board for
review. A fire destroyed approximately 18 million service members’ records
at the National Personnel Records Center in 1973. It is believed that the
applicant’s records were lost or destroyed in that fire. However, there
were sufficient documents remaining in a reconstructed record for the Board
to conduct a fair and impartial review of this case.
2. The applicant enlisted in the Regular Army for 3 years on 11 January
1955. He was trained in military occupational specialty (MOS) 721.10
(Communication Center Specialist). During the 16-month period in 1956-
1957, he served with the 51st Signal Battalion which was headquartered at
Camp Red Cloud, Uijeongbu, Republic of Korea (ROK).
3. The Secretary of Defense approved the implementing instructions and
criteria for award of the KDSM on 3 February 2004. The medal is authorized
to members of the Armed Forces who have served on active duty in support of
the defense of the ROK from 28 July 1954 to a date to be determined. The
area of eligibility encompasses all land area of the ROK, and the
contiguous water out to 12 nautical miles, and all air spaces above the
land and water areas.
DISCUSSION AND CONCLUSIONS:
1. The applicant served approximately 16 months in the ROK during the 1956-
1957 time frame. The KDSM is authorized to all members of the Armed Forces
who have served in the ROK since 28 July 1954.
2. The applicant's DD Form 214 should be corrected to show the KDSM as an
authorized award.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief. As a result, the Board recommends that all
Department of the Army records of the individual concerned be corrected by
showing that he is authorized award of the Korea Defense Service Medal and
by issuing to him the award.
