      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests award of the National Defense Service Medal,
award of the Overseas Service Ribbon and credit for his service in
Afghanistan.

2.  The applicant provides no statements in support of his application.

3.  The applicant provides a Statement of War Service and four copies of
his DD Form 214 (Certificate of Release or Discharge from Active Duty)

CONSIDERATION OF EVIDENCE:

1.  The applicant entered on active duty on 20 June 2001.  Upon completion
of basic training and advanced individual training he was awarded the
military occupational specialty (MOS) 11B (Infantryman).

2.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons
Awarded) of the applicant's DD Form 214 shows the award of the National
Defense Service Medal.

3.  Item 12f (Foreign Service) of the applicant's DD Form 214 shows that he
served 7 months and 13 days.

4.  Item 18 (Remarks) of the applicant's DD Form 214 shows he participated
in Operation Enduring Freedom.

5.  The Statement of Wartime Service shows that the applicant served with
Company A of the 1/505th Parachute Regiment in Afghanistan.

6.  Army Regulation 600-8-22 (Military Awards) shows that the Overseas
Service Ribbon was established by the Secretary of the Army on 10 April
1981.  The regulation states, in pertinent part, that effective 1 August
1981, all members of the Active Army, Army National Guard, and Army Reserve
in an active Reserve status are eligible for the award for successful
completion of overseas tours.  The award may be awarded retroactively to
those personnel who were credited with a normal overseas tour completion
before 1 August 1981 provided they had an Active Army status on or after 1
August 1981 and the overseas service is not recognized with another U.S.
service medal.  Numerals are used to denote the second and subsequent
awards of the Overseas Service Ribbon.

7.  Military Awards Branch Message [dated 8 April 2005] provided the
following implementing instructions for award of the Afghanistan Campaign
Medal.  Award of the Afghanistan Campaign Medal is authorized for service
in direct support of Operation Enduring Freedom on or after 24 October 2001
to a future date to be determined by the Secretary of Defense or the
cessation of the operation.  The area of eligibility includes all land
areas and air spaces of the country of Afghanistan.  To qualify for award
of this campaign medal, service members must have been assigned or attached
to or mobilized with units operating in these areas of eligibility for
30 consecutive days or for 60 non-consecutive days or meet one of the
following criteria:  a) be engaged in combat during an armed engagement,
regardless of the time in the area of eligibility; b) is medically
evacuated from the area of eligibility for wounds or injuries resulting
from participation in an operation or official duties; or c)  participates
as a regularly assigned air crewmember flying sorties into, out of, within
or over the area of eligibility in direct support of the military
operations [each day of operations counts as one day of eligibility].  This
campaign medal may be awarded posthumously.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's DD Form 214 shows he has been awarded the National
Defense Service.  Therefore, his records are correct as currently
constituted.

2.  Items 12f and 18 of the applicant's DD Form 214 show credit for his
service in Afghanistan.  Therefore, his records are correct as currently
constituted.

3.  The applicant was not assigned overseas when he was deployed to
Afghanistan in support of Operation Enduring Freedom.  He did not complete
an overseas tour of duty: however, he is entitled to be awarded the
appropriate campaign medal for that service in lieu of the Overseas Service
Medal.

4.  Based on a qualifying period of service the applicant is entitled to
the Afghanistan Campaign Medal.  Therefore, his records should be corrected
to show this award.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected to show award of the Afghanistan Campaign Medal

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
National Defense Service Medal and the Overseas Service Ribbon.
