      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his DD Form 214 (Certificate of Release or
Discharge from Active Duty) be corrected to show award of the Overseas
Service Ribbon, Army Superior Unit Award, Global War on Terrorism
Expeditionary Medal (GWOTEM) and Global War on Terrorism Service Medal
(GWOTSM).

2.  The applicant states that message guidance was received after his
        DD Form 214 was issued.

3.  The applicant provides a copy of his 16 August 1996 DD Form 214, a copy
of his 18 March 2004 DD Form 214, a copy of a PERSCOM (Total Army Personnel
Command) message concerning award of the Overseas Service Ribbon, a copy of
a PERSCOM message regarding award of the Army Superior Unit Award, and a
copy of a Human Resources Command message regarding award of the GWOTEM and
GWOTSM.

CONSIDERATION OF EVIDENCE:

1.  The applicant served on active duty for two years from November 1981 to
November 1983.  His Official Military Personnel File (OMPF) shows that he
enlisted in the Army Reserve for 6 years on 17 August 1987, reenlisted for
         6 years on 1 June 1993, and again for 6 years on 28 April 1999.

2.  On 14 December 1995 he was ordered to active duty in support of
Operation Joint Endeavor.  His DD Form 214 shows that he served in Germany
from        25 December 1995 to 26 July 1996.  The applicant’s
Noncommissioned Officer Evaluation Report (NCOER) for the period November
1995 to July 1996 shows that he was assigned to the 19th Corps Materiel
Management Center at Wiesbaden Air Base in Germany in support of Operation
Joint Endeavor.  He was released from active duty on 16 August 1996.  His
awards shown on his    DD Form 214 include the Armed Forces Service Medal,
Army Commendation medal, and Army Achievement Medal.

3.  The applicant was ordered to active duty in support of Operation
Enduring Freedom on 9 February 2003.  His DD Form 214 shows that he served
in Iraq from 9 February 2003 to 5 February 2004.  He was released from
active duty on 18 March 2004.  His awards shown on his DD Form 214 include
the Armed Forces Expeditionary Medal.

4.  Total Army Personnel Command message dated 18 October 1996 provides for
award of the Overseas Service Ribbon for Soldiers of all components
deployed on temporary duty or temporary change of station to Germany
(versus the theater of operations) in direct support of Operation Joint
Endeavor, without regard to the time of service in Germany, as long as the
overseas service is not recognized with another United States
service/campaign medal.

5.  The Armed Forces Service Medal is awarded to all military personnel
deployed in, or in direct support of Operation Joint Endeavor from 1 June
1992 to 19 December 1996.

6.  Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the Global War on
Terrorism Expeditionary Medal for soldiers who deploy abroad for service in
the Global War on Terrorism Operations on or after 11 September 2001 to a
date to be determined.  To be eligible for this award a Soldier must be
mobilized with or assigned or attached to a unit participating in
designated operations for 30 consecutive days or for 60 nonconsecutive days
in the areas of eligibility designated, or must meet one of the following
criteria: a)  be engaged in actual ground combat against the enemy and
under circumstances involving grave danger of death or serious bodily
injury from enemy action, regardless, of the time in the area of
eligibility; b) while participating in the designated operation, regardless
of time, is killed or wounded/injured requiring medical evacuation from the
area of eligibility, or c) participate as a regularly assigned air crew
member flying sorties for 30 consecutive days or 60 nonconsecutive days
into, out of, within, or over the area of eligibility in direct support of
Operations Enduring Freedom and/or Iraqi Freedom.  The message also states
that under no condition will any Soldier in the United States receive this
award.

7.  Human Resources Command Message (Date Time Group 17 March 2004)
disseminated implementing instructions for award of the Global War on
Terrorism Service Medal.  This award is designated for Soldiers who have
participated in or served in support of Global War on Terrorism Operations
outside of the designated area of eligibility determined for award of the
Global War on Terrorism Expeditionary Medal on or after 11 September 2001
to a date to be determined.  All Soldiers on active duty, including Reserve
Component Soldiers mobilized or National Guard Soldiers activated, on or
after 11 September 2001 to a date to be determined having served 30
consecutive days or 60 nonconsecutive days are authorized this award.

8.  Soldiers may receive both the Global War on Terrorism Service Medal and
the Global War on Terrorism Expeditionary Medal if they meet the
requirements of both awards; however, the same period of service
establishing one cannot be used to justify service eligibility for the
other.
9.  Effective 30 April 2005 the GWOTEM is no longer authorized to be
awarded for service in Iraq; however, service members who qualified for the
GWOTEM by reason of service between 19 March 2003 and 30 April 2005 in an
area for with the Iraq Campaign Medal was subsequently authorized shall
remain qualified for the GWOTEM.  Upon application, any such service member
may be awarded the Iraq Campaign Medal in lieu of the GWOTEM for such
service; however, no service member shall be entitled to award of the Iraq
Campaign Medal and the GWOTEM for the same act, achievement, or period of
service.

10.  The 19th Materiel Management Center, Corps Support Command, was
awarded the Army Superior Unit Award for its actions during the period
       15 October 1995 to 9 November 1996.

11.  On 8 June 2005 the applicant was queried by this agency as to his
preference – to be considered for award of the GWOTEM as indicated in his
application, or for award of the Iraq Campaign Medal, as now authorized.
He failed to respond.

DISCUSSION AND CONCLUSIONS:

1.  The applicant was ordered to active duty in support of Operation
Enduring Freedom.  He served in Iraq for 11 months and 28 days, as
indicated by his      DD Form 214.  He is entitled to award of the GWOTEM.

2.  The applicant served in the United States on active duty after his
return to the United States, from 6 February 2004 until his release from
active duty on          18 March 2004, a period of 43 days.  He is entitled
to award of the GWOTSM.

3.  The applicant served with the 19th Materiel Management Center during
the period when it was awarded the Army Superior Unit Award for its actions
in Iraq.  He is entitled to that award.

4.  The applicant was awarded the Armed Forces Service Medal, as indicated
by his 16 August 1996 DD Form 214, apparently for his service in Germany in
direct support of Operation Joint Endeavor from December 1995 to July 1996;
consequently, because his service in Germany was recognized by that award,
he is not entitled to award of the Overseas Service Ribbon.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief.  As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by award of the Global War on Terrorism
Expeditionary Medal, Global War on Terrorism Service Medal, and the Army
Superior Unit Award.

2.  The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief.  As a result,
the Board recommends denial of so much of the application that pertains to
award of the Overseas Service Ribbon.
