      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his records be corrected to show he served
with the 3rd Infantry Division and he was awarded the marksmanship
qualification badges for the M-1 Rifle, .45 caliber pistol, carbine rifle,
and the "burp gun," a submachine gun.

2.  The applicant states, in effect, that during the 1950's, he was
advanced through the ranks from private to sergeant and he was required to
qualify with small arms to be promoted.  He also states that his DD Form
214 shows that he served with the 30th Infantry Division (ID), however, he
was assigned to the 30th ID for separation processing and he served with
the 3rd ID.  He wants the above correction made and the awards issued so
that he may be able to pass them on to his grandchildren.

3.  The applicant provides no evidence in support of his request.

CONSIDERATION OF EVIDENCE:

1.  The applicant served honorably in the Connecticut Army National Guard
(CTANG) from 20 October 1947 to 13 August 1950 until he was honorably
separated and inducted into the Army of the United States (AUS) on 14
August 1950.  He served in military occupational specialty (MOS) 3060
(Cook).

2.  The applicant's DA Form 20 (Soldier's Qualification Record), Item
29 (Organization and Station) shows he was assigned to Fort Gordon, Georgia
from 29 August to 8 September 1950; Fort Jackson, South Carolina from
9 September to 3 November 1950; Camp Stewart, Georgia from 4 November 1950
to 14 March 1951 and he was assigned to the 30th Infantry Regiment, Fort
Benning, Georgia from 1 May 1951 until he was separated.

3.  Special Orders, Headquarters, 30th Infantry, Fort Benning, dated
26 September 1951 are separation orders which show the applicant was
separated from the 30th Infantry Regiment, Fort Benning on 1 October 1951.


4.  The applicant's DD Form 214 shows that on 1 October 1951, he was
honorably separated from the AUS.  Item 27 (Decorations, medals, badges and
commendations) is annotated "None."

5.  The applicant's DA Form 20, Item 32 (Qualification in Arms) contains

6.  The applicant's DD Form 230 (Service Record) Section 14 (Remarks) shows
the applicant's character and efficiency were rated excellent and he was
favorably considered for award of the Good Conduct Medal (GCMDL).

7.  On 11 March 1952, after a short break in service, the applicant
enlisted in the Navy and served until he was honorably separated on 6 March
1956.

8.  On 2 January 2004, the National Personnel Records Center, St. Louis,
Missouri determined the applicant was authorized award of the GCMDL and the
National Defense Service Medal (NDSM).  However, there is no evidence that
the applicant was ever issued a DD Form 215 (Correction to DD Form 214) to
show these awards.

9.  Army Regulation 600-8-22 (Military Awards) sets forth Department of the
Army criteria, policy and instructions concerning individual military
awards, the GCMDL, service medals and service ribbons, combat and special
skill badges and tabs, unit decorations, and trophies and similar devices
awarded in recognition of accomplishments.  It states, in pertinent part
the GCMDL is awarded to individuals who distinguish themselves by their
conduct, efficiency and fidelity during a qualifying period of active duty
enlisted service.  This period is 3 years except in those cases when the
period for the first award ends with the termination of a period of Federal
military service.  Although there is no automatic entitlement to the GCMDL,
disqualification must be justified.

10.  Army Regulation 600-8-22 also states that marksmanship qualification
badges are awarded to indicate the degree in which an individual has
qualified in a prescribed record course.  The appropriate bar is furnished
to denote each weapon with which the individual qualified and each bar will
be attached to the basic badge which indicates the qualification last
attained with the respective weapon.  Properly documented awards may be
issued upon verification.  Undocumented entries in qualification records or
separation documents are not acceptable.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's marksmanship skills are undocumented or inappropriately
documented and there is insufficient evidence to support authorizing him
any marksmanship qualification badges.

2.  The NPRC authorized the applicant award of the GCMDL and the NDSM and
the available evidence supports these corrections.  Therefore, it would be
appropriate to provide him a DD Form 215 to show these awards.
3.  Evidence shows that the applicant’s records contain administrative
error which does not require action by the Board.  Therefore,
administrative correction of the applicant's records will be accomplished
by the Case Management Support Division (CMSD), St. Louis, Missouri, as
outlined by the Board in paragraph 2 of the BOARD
DETERMINATION/RECOMMENDATION section below.

BOARD DETERMINATION/RECOMMENDATION:

1.  The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.

2.  The Board determined that administrative error in the records of the
individual should be corrected.  Therefore, the Board requests that the
CMSD-St. Louis administratively correct the records of the individual
concerned by issuing the individual a DD Form 215 for the period of service
ending on 1 October 1951 to show award of the GDMDL and the NDSM.
