THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, reconsideration of his earlier
request to correct his military records by adding the Glider Badge and the
Glider Training Course, to his WD AGO Form 53-55.

2.  The applicant states, in effect, that he recently discovered his
Separation Qualification Record, WD AGO Form 100, that was given to him at
the time of his separation at Fort Sheridan, Illinois.

3.  The applicant provides a copy of the WD AGO Form 100 and other
documents, which the Board has already seen, to support his request.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records that were
summarized, in the previous consideration of the applicant's case by the
Army Board for Correction of Military Records (ABCMR), in Docket Number
AR2002079738, on 22 April 2003.

2.  The WD AGO Form 100 the applicant submitted with his request for
reconsideration is new information that was not previously reviewed by the
Board.  This is new evidence; therefore, it must be considered by the
Board.

3.  Item 31 (Military Qualification and Date), of the applicant's WD AGO
Form 53-55, shows he was awarded the Sharpshooter Marksmanship
Qualification Badge, with Rifle Bar, and the "Parachute Badge."  The Glider
Badge is not shown.

4.  Item 41 (Service Schools Attended), of the applicant's WD AGO Form 53-
55, shows he completed the "Parachute School, 4 Weeks."  The Glider
Training Course is not shown.

5.  The WD AGO Form 100 the applicant submitted, shows, the following entry
in Military Education Section, Item 14, "Glider School / Luzon, Philippines
/ Completed 10 day course in glider training."

6.  The applicant's WD AGO Form 100 shows in the Summary of Military
Occupations, Item 13, that he served as a rifleman with the 11th Airborne
Division in the Asiatic Pacific Theater of Operations.
7.  In the applicant's original request to the Board for correction of his
records, he stated that he had been awarded the Glider Badge but it was not
included, in effect, in Item 31 of his separation document.

8.  Army Regulation (AR) 600-8-22 states, in pertinent part, that award of
the Glider Badge was discontinued effective 3 May 1961.  The regulation
authorizes wear of the Glider Badge if the individual met the eligibility
requirements then in effect.  The regulation also provides for award of the
Glider Badge retroactively when it can be established by means of
sufficient documentation that the proficiency tests then prescribed were
satisfactorily completed while the individual was assigned or attached to
an airborne unit, or to the Airborne Department of the Infantry School, or
by participating in at least one combat glider landing into enemy-held
territory as a member of an organized force carrying out an assigned
tactical mission for which the unit was credited with an airborne assault
landing by the theater commander.

DISCUSSION AND CONCLUSIONS:

1.  The evidence of record shows that the applicant was assigned to an
airborne unit while he served on active duty in the Army.

2.  The evidence also shows that the applicant completed a 10-day glider
training course while stationed on the island of Luzon in the Philippines.

3.  The applicant's contention that he was awarded the Glider Badge but it
was not transposed to his WD AGO Form 53-55 is strongly supported by the
evidence that he now submits.  He is therefore eligible to have the Glider
Badge added to Item 31 of his WD AGO Form 53-55.

4.  The applicant is also eligible to have the "Glider Training Course, 10-
days" added to Item 41 of his WD AGO Form 53-55.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
amendment of the ABCMR’s decision in Docket Number AR2002079738 dated 22
April 2003.  As a result, the Board recommends that all Department of the
Army records of the individual concerned be corrected by:

      a.  adding the Glider Badge to Item 31 of his WD AGO Form 53-55; and


      b.  adding the Glider Training Course, 10 days, to Item 41 of the
applicant's WD AGO Form 53-55.
