      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests, in effect, that he be awarded the Combat
Infantryman Badge.

2.  The applicant states, in effect, that he did not receive a Combat
Infantryman Badge for his service.  He adds that he refused stateside
service in a clerk's position to go overseas and serve.

3.  The applicant provides a copy of his WD AGO Form 53-55, Enlisted Record
and Report of Separation – Honorable Discharge, and a two-page summary of
his service and events, which he believes, support his request.

CONSIDERATION OF EVIDENCE:

1.  The applicant was inducted on 19 November 1944 and entered service in
New York City, New York, on the same date.  The applicant was honorably
separated in the grade of Corporal on 21 November 1946.

2.  Item 30 (Military Occupational Specialty and No.) shows the applicant
was a Light Truck Driver, military occupational specialty (MOS), 345, while
he served on active duty.

3.  Item 31 (Military Qualification and Date), of the applicant's WD AGO
Form
53-55, shows that the applicant was awarded the Sharpshooter Marksmanship
Qualification Badge, with Rifle Bar.  The Combat Infantryman Badge is not
shown.

4.  Item 32 (Battles and Campaigns), of the applicant's WD AGO Form 53-55,
shows that he participated in the Philippine Islands campaign of World War
II.

5.  Item 33 (Decorations and Citations), of the applicant's WD AGO Form 53-
55, shows that he was awarded the Army of Occupation Medal, Asiatic-Pacific
Campaign Medal; the Good Conduct Medal; the Philippine Liberation Ribbon,
and the World War II Victory Medal.

6.  Item 55 (Remarks) shows that the applicant was issued the Lapel Button
[correctly known as the Honorable Service/Discharge Emblem].
7.  Item 36 (Service Outside Continental U.S. and Return) shows that the
applicant departed the United States on 26 March 1945 and arrived in the
Southwest Pacific Theater (SWPT) on 25 April 1945.  The applicant departed
the SWPT on 7 September 1946 and arrived in the United States on 20
September 1946.

8.  Item 6, of the applicant's WD AGO Form 53-55, shows that the applicant
served with Company B, 136th Infantry Regiment, 33rd Infantry Division.

9.  The applicant's WD AGO Form 53-55 shows entitlement to the Asiatic-
Pacific Campaign Medal; however, it does not show the bronze service stars
to which the applicant is entitled for his campaign participation.

10.  AR 600-8-22, in pertinent part, authorizes award of a bronze service
star, based on qualifying service, for each campaign listed in its Appendix
B and states that authorized bronze service stars will be worn on the
appropriate service medal, in this case, the Asiatic-Pacific Campaign
Medal.

11.  Department of the Army Pamphlet 672-1, Unit Citation and Campaign
Participation Credit Register, shows that the 136th Infantry Regiment, 33rd
Infantry Division, was awarded the Philippine Republic Presidential Unit
Citation for the period 17 October 1944 through 4 July 1945, by Department
of the Army General Orders (DAGO) Number 47, dated 1950.

12.  AR 600-8-22, Table B-1 shows that the Philippine Islands campaign
extended from 7 December 1941 through 10 May 1942.  The campaign in the
Southern Philippines extended from 27 February through 4 July 1945.

13.  a. War Department Circular 269-1943 established the Combat Infantryman
Badge (CIB) and the Expert Infantryman Badge (EIB) to recognize and provide
an incentive to infantrymen.  The EIB was to be awarded for attainment of
certain proficiency standards or by satisfactory performance of duty in
action against the enemy.  The CIB was awarded for exemplary conduct in
action against the enemy.  War Department Circular 186-1944 further
provided that the CIB was to be awarded only to infantrymen serving with
infantry units of brigade, regimental or smaller size (emphasis added).
Additionally, World War II holders of the CIB received a monthly pay
supplement known as combat infantry pay and holders of the EIB were
entitled to expert infantry pay.  Therefore, soldiers had economic as well
as intangible reasons to ensure that their records were correct.  Thus, pay
records are frequently the best available source to verify entitlement to
this
award.  The Awards Branch, Total Army Personnel Command [now the Human
Resources Command], has advised in similar cases that, during World War II,
the CIB was normally awarded only to enlisted individuals who served in the
following positions:  Light Machine Gunner, MOS 604; Heavy Machine Gunner,
MOS 605; Platoon Sergeant, MOS 651; Squad Leader, MOS 653; Rifleman, MOS
745; Automatic Rifleman, MOS 746; Heavy Weapons Noncommissioned Officer,
812; and Gun Crewman, MOS 864.  b. All soldiers are provided basic combat
skills training after they enter the Army.  This is provided to insure that
all soldiers have the survival skills to perform basic infantry missions
when the need arises.  However, no other soldier in combat is more exposed
on a daily basis to the dangers and hardships of war, and no other branch
of the service suffers more casualties than the infantry.  To maintain the
prestige, uniqueness, and traditional value of the CIB, the criteria for
award has changed little over the years.  c. The opinion does note that the
exigencies of combat may require non-infantry soldiers to temporarily
perform the basic infantry duties that all soldiers are taught but it is
not a basis for the award of the CIB.

DISCUSSION AND CONCLUSIONS:

1.  The Combat Infantryman Badge was awarded to recognize and provide an
incentive to infantrymen; it was awarded to infantrymen for exemplary
conduct in action against the enemy; and was awarded only to infantrymen
serving with infantry units of brigade, regimental or smaller size.

2.  The applicant was classified as a non-infantry Soldier who held the MOS
345, Light Truck Driver.  He is therefore not eligible for award of the
Combat Infantryman Badge.

3.  The name of the designated campaign shown in Item 32, of the
applicant's WD AGO Form 53-55, is incorrect.  The applicant actually
participated in the Southern Philippines campaign.  The campaign designated
as the Philippine Islands campaign extended from 7 December 1941 through 10
May 1942.  The applicant had not yet been inducted into the Army at this
time and therefore he could not have participated in this campaign.

4.  The applicant participated in one campaign while he served in World War
II.  He is therefore entitled to award of one bronze service star to be
affixed to his already-awarded Asiatic-Pacific Campaign Medal and to have
it shown on his separation document.
5.  During his service in World War II, the applicant served in a unit that
was awarded the Philippine Republic Presidential Unit Citation.  This unit
award is not shown on his WD AGO Form 53-55 because it was not awarded to
his unit until after he had been released from active duty.  He is entitled
to this unit award and to have it added to this WD AGO Form 53-55 at this
time.

6.  Evidence shows that the applicant’s records contain administrative
error, which does not require action by the Board.  Therefore, the Case
Management Support Division (CMSD), St. Louis, Missouri, will accomplish
administrative correction of the applicant's records as outlined by the
Board in paragraph 2 of the Board Determination/Recommendation section
below.

BOARD DETERMINATION/RECOMMENDATION:

1.  The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.

2.  The Board determined that administrative error in the records of the
individual should be corrected.  Therefore, the Board requests that the
CMSD-St. Louis administratively correct the records of the individual
concerned by:

      a.  showing the correct designation of the campaign in which the
applicant participated during World War II, the Southern Philippines
campaign;

      b.  awarding the applicant the Philippine Republic Presidential Unit
Citation and adding this unit award to his WD AGO Form 53-55; and
      c.  awarding the applicant one bronze service star to be affixed to
his Asiatic-Pacific Campaign Medal and to have it shown on his WD AGO
Form 53-55.
