THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests award of the Armed Forces Expeditionary Medal.
2. The applicant states, in effect, that he was deployed to Lebanon in
1958 and therefore qualifies for award of the Armed Forces Expeditionary
Medal.
3. The applicant provides copies of orders and other documents confirming
his deployment to Lebanon.
CONSIDERATION OF EVIDENCE:
1. The applicant’s military records are not available to the Board for
review. A fire destroyed approximately 18 million service members’ records
at the National Personnel Records Center in 1973. It is believed that the
applicant’s records were lost or destroyed in that fire. However, there
were sufficient documents remaining in a reconstructed record for the Board
to conduct a fair and impartial review of this case.
2. Documents provided by the applicant indicate that he served on active
duty between March 1957 and March 1959. His separation document indicates
that he served overseas for approximately 19 months, but it does not
reflect entitlement to the Armed Forces Expeditionary Medal.
3. Army Regulation 600-8-22 states that the Armed Forces Expeditionary
Medal was established in December 1961 and authorized for United States
military operations in direct support of the United Nations and of
assistance for friendly foreign nations. Personnel deployed in support of
United States operations in Lebanon between 1 July and 1 November 1958 are
entitled to the Armed Forces Expeditionary Medal.
4. Orders provided by the applicant confirm that he was deployed to
Lebanon during the period authorized for award of the Armed Forces
Expeditionary Medal. The orders were published in September 1958 and
reassigned the applicant from Lebanon (APO 379) to a unit in Germany (APO
28). A copy of a letter of appreciation, authored in September 1958
confirmed that the applicant was in Lebanon at the time he received the
letter. A certificate, authenticated by the same officer who authored the
letter of appreciation, also confirmed the applicant's service in Lebanon
in 1958.
DISCUSSION AND CONCLUSIONS:
There is sufficient compelling evidence which confirms that the applicant
was deployed to Lebanon during the period for which the Armed Forces
Expeditionary Medal was awarded. Because the award was not established
until after the applicant's 1959 discharge would explain why the medal was
not reflected on his separation document.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file. As a
result, the Board recommends that all Department of the Army records of the
individual concerned be corrected by awarding him the Armed Forces
Expeditionary Medal for service in Lebanon.

The applicant states that he was informed by the stated veteran counselor that he was eligible for the AFEM based on his participation in the Lebanon Crisis of 1958 (Operation Bluebat). The Military Postal Service Agency verified that in July 1958 APO 379 was Beirut, Lebanon. That all of the Department of the Army records related to this case be corrected by showing the applicant is eligible for award of the Armed Forces Expeditionary Medal based upon his deployment to Lebanon in August 1958.
